좋은 행정에서 본 행정현장과 행정학의 과제: 정부실패를 중심으로

Abstract

정부실패를 유발하지 않고 시장실패를 바로잡거나 공공가치를 실현하는 좋은 행정의 관점에서 주요 행정･정책사례들을 중심으로 최근 한국 행정현장의 추이와 도전을 정리하고, 그에 기초해 행정학 연구･교육의 수요와 과제를 제시하였다. 정부 수립 이후 지금까지 한국행정은 국가 발전의 견인차 역할을 수행한 적극 행정으로 평가할 수 있다. 그러나 최근 행정현장에선 종래와는 사뭇 다른 흐름이 나타나면서 나쁜 행정과 소극 행정이 확산되고 있다. 그 추이와 도전을 ➀ 정치 우위 현상과 관료의 보신주의 풍조, ➁ 큰정부에 대한 국민의 기대와 정부의 신뢰 적자, ➂ 인적 역량의 발전을 저해하는 조직문화와 운영시스템, ➃ 행정절차 강화, 시민 참여와 이익 상충 확대, ➄ 관료의 자긍심과 주인의식 퇴조, ➅ 단명 인사와 근시안의 행정시평 등 여섯 가지로 집약했다. 이처럼 행정현장이 변하고 있지만, 행정학 연구･교육은 시의 적절하게 그에 조응하지 못함으로써 행정학에 대한 불신이 깊어지고 현장 수요도 줄어들고 있다. 따라서 좋은 행정의 구현과 행정학에 대한 신뢰를 복원하기 위해 ➀ 정치･정책･법제와 행정의 교집합 천착, ➁ 협치의 제도화와 불가역 확약기제 개발, ➂ 높은 길로의 이행 경로 모색, ➃ 행정현장과 이론의 괴리 축소 및 공공부문 인재의 체계적 양성 등 새로운 수요와 과제에 행정학이 적극 응답해야 할 것이다. This study aims to align public administration research and education with recent trends and challenges in the field based on policy cases and administrative practices from the perspective of good public governance. Good public governance responds to and corrects market failures or enhances a certain public value such as equity without causing any government failure. By and large, Koreas public administration has been effective in leading fast socioeconomic development and maintaining decent social mobility and economic equality. In recent years, however, Korean public administration has enough on its plate struggling with several undesirable trends and demanding challenges. These include: ➀ political dominance and the easy-going attitude of bureaucrats, ➁ expectation of bigger government and the resulting confidence deficit in government, ➂ out-of-date organizational culture and practices and subsequently deteriorating human competency of public servants, ➃ a conflict of interest due to the active participation of stakeholders in public decision making, ➄ weakening pride and ownership spirit of public officials and, ➅ short-term duty assignment rotations and a myopic time horizon. As public administration research and education have not adapted in a timely manner to the above changes in the field, confidence in and demand for them have been significantly diminished. Accordingly, this study asks public administration as a science to ➀ inquire into the intersection of politics, policy, legislation, and public management, ➁ institutionalize governance and develop irreversible commitment devices, ➂ explore routes to a high road, ➃ reduce gaps between theory and reality and foster competent public servants.
