러시아 산업정책 및 산업공간의 변화와 한러 산업협력

Abstract

러시아 경제는 다시 위기에 처하고 있다. 러시아 정부는 과거 추진되었던 산업정책과 산업공간 재편을 변화된 글로벌 환경에 따라 재구성하여 추진하고 있다. 가장 중심이 되는 것은 수입대체정책이고 지역개발과 연계되어 추진되는 극동개발이다. 현재와 같은 권력구조에서 러시아 정부의 노력은 중장기적으로 계속 추진될 가능성이 크다는 점에서 산업공간 재편의 활용을 통한 산업정책의 추진 방향은 주목할 필요가 있다. 수입대체 정책과 유라시아 경제연합의 출범은 보호무역주의와 유사한 측면을 가진다. 그러나 21세기적 맥락에서 재구성되어 러시아 영토내 생산기지를 마련하고자 하는 모든 글로벌 기업에게도 세제혜택을 주려고 한다는 점에서 과거와는 다른 의미를 담고 있다. 러시아는 경제위기를 언젠가는 극복할 것이다. 과거와 달리 한러 양국간 교역규모가 위기 극복과 동시에 다시 크게 증가한다는 보장이 없다. 따라서 한국과 러시아는 새로운 접근방법을 통해 양국간 산업협력을 증지시켜야 한다. 러시아가 추진하는 산업정책을 활용하려면 자원과 완제품 교역만으로 그 협력의 깊이와 폭을 넓힐 수 없다. 수입대체정책은 현재와 같은 산업간 무역이 아니라 산업내 무역을 증진시킬 경우에만 의미 있는 산업통상 협력을 가능하게 할 것이다.

The Russian government is remaking industrial policies and redefining industrial space to promote investment and eventually, recover the economy. The most central among them is the development of the Far East and import substitution policies that are linked with regional development. Unlike previous protectionism, the import substitution policies and Far East development, as well as Eurasian Economic Union provide regulations on one side, privilege on the other side. That is, global companies, which have production base or plan to construct production base in Russian territory can enjoy these benefits. Eventually, Russia will overcome the economic crisis. But there is no guarantee that the trade volume between Korea and Russia would increase significantly as Russia overcomes the current crisis. The reason is China became significant competitor. What we can still hope is that there are still mutual complement of bilateral cooperation between Korea and Russia. Therefore, a new approach to industrial cooperation between Korea and Russia should achieve the objectives of the two countries policy. Russian import substitution policies and Far East development will pursue the regional and industrial development as well as intra-industry trade between major trading partners. Korean investors must monitor and analyze the Russian industrial and regional policy and participate in the active cooperation to make another success story in the Russian market.
