탑다운(Top-down)예산제도의 성과 분석: 분야별･소관별･성질별 예산을 중심으로

Abstract

본 연구는 각 부처가 사업별로 재원을 배분함으로써 과다요구-대폭삭감이라는 비합리적 관행 개선, 국가재원배분의 효율성 개선 측면에서 과거의 점증적 예산편성 관행 개선, 예산편성과정에서 부처의 자율성 증진이라는 예산개혁의 일환으로 2005회계연도부터 도입된 탑다운(Top-down)예산제도의 성과를 진단하고자 하였다. 이를 위하여 1990년부터 2015년까지 중앙정부의 분야별･소관별･성질별 예산 및 4개 부처의 사업부문 예산을 분석대상으로 SUR(Seemingly Unrelated Regression)을 이용하여 제도도입의 효과를 실증적으로 분석하였다. 분석 결과, 일부 항목을 제외하고는 분야별, 소관별, 성질별 예산 전반적으로 탑다운(Top-down)예산제도가 시행되기 전과 비교했을 때 큰 변화가 없으며 제도의 도입효과가 일관되지 않은 것으로 나타나 부처별로 전략적인 배분을 하지 않는 것으로 추정된다. 한편, 전년도 종속변수 추정 결과, 점증적 예산편성 관행의 개선이 완전히 이루어졌다고 보기 어려우며 부처별사업부문별 예산 역시 문화체육관광부의 사업 부문 예산을 제외하고는 변화가 없는 것으로 나타나 제도의 성과가 일관되지 않음을 보여준다. This paper investigates the effects of top-down budgeting for improving unreasonable practices of drastically reduced excess demand and the efficiency of national revenue allocation, in terms of incremental budgeting practices. This is analyzed by using the central government's budget classification by function, agency, and objects as well as four departments' business budget as subjects of analysis from 1990 to 2015. The results were obtained using Seemingly Unrelated Regression(SUR). First, there is no significant change after the top-down budget system is implemented, except for some items. Second, the effect of the system is not consistent and it is estimated that the government does not allocate resources strategically. Finally, it could be concluded that incremental budgeting practices have not been improved.
