정보혁명과 안보환경의 변화 : 한국군에 주는 시사점

Abstract

21세기 군사안보 분야는 IT의 발달로 크게 변모하고 있다. 이 글은 최근 안보환경의 변화를 정보혁명이라는 맥락에서 한국군이 추진해야할 대응방안을 모색하는 데 그 목적을 두고 있다. 먼저 20세기 말 이래 세계질서의 변화 동인인 정보혁명 또는 정보화 개념을 다섯 가지 층위 ─ 하드웨어적 기술발달, 정보, 산업화, 정보의 디지털화, 제도조정과정, 그리고 사회문화의 변동 ─ 으로 구분하여 설명하였다. 이 다섯 범주를 토대로 정보화가 군사안보 영역에 미치는 영향을 두 부분-군사기술 분야의 혁신과 군사전략, 전술 및 전쟁과 안보 개념변화-으로 나누어 살펴보았다. 정보화 시대 미국의 세계전략 대응을 군사변환 (military transformation)이라는 측면에서 볼 때, 미국의 군사전략은 국가 대국가 간의 충돌 위협보다는 9∙11 테러 이후 등장한 비대칭전쟁에 대한 대응으로 그 무게중심을 옮기고 있다. 특히 정보화시대에 비대칭 전쟁의 효과가 가장 첨예하게 드러난 분야는 사이버 테러이다. 결론적으로 정보화 시대의 새로운 군사패러다임과 세계 군사질서의 변화에 대응하여 한국군이 취해야 할 대안은 한미동맹의 재조정과 한미 간의 역할분담을 통한 21세기 네트워크 형태의 국방 달성이다.

The military and national security issues in the twenty first century have rapidly

changed with the development of information technology (IT). This article aims to

explore how the Korean armed forces have to cope with changes in the national

security influenced by IT revolution. First, I explained the concept of information

revolution by highlighting five categories which include hardware and technology

development, industrialization through IT, digitalization of information, institutional

adjustment, and social and cultural changes. Given these categories, I examined the

two arenas of IT impact on military and national security which include military

technology innovation and changes in the concept of military strategy and security.

The strategical changes of the US armed forces in the information age also became

important to understand its relationship between the US and Korean armed forces.

The United States has focused more on asymmetrical and irregular threats and

emerging peer competitors than on inter-state conflicts since the 9.11 tragedy. In

particular, cyber terrorism became the most acute phenomenon in terms of

asymmetrical conflict or war in the information age. In short, the Korean armed

forces need to choose the best option to tackle the advent of new military paradigms

and world military order. One of the two options is to accomplish re-adjnstment of

the US-Korean alliance system and the other is to develop defense network system through rational role sharing between them.
