빈곤층 청소년의 복지적 소외 양상에 관한 질적 연구

Abstract

본 연구의 목적은 청소년의 소외문제를 복지적 측면에서 파악하여 정

책적 과제를 제시하는 데 있다. 빈곤층 청소년의 복지적 소외 양상과 욕

구 실태를 파악하기 위해 10명의 빈곤층 청소년에 대한 심층면접조사를

실시하였다.

조사결과, 빈곤층 청소년들의 복지적 소외 양상은 매우 다양할 뿐만

아니라, 소외를 해결하고자 하는 욕구도 상당히 다양함을 알 수 있었다.

따라서 빈곤층 청소년들을 대상으로 한 정책은 보편적인 복지정책과 함

께, 각자 독특한 청소년의 욕구에 따른 행동 가능성을 고려하여 다양한

형태의 복지정책을 모색해야 할 것으로 나타났다.

이에 따른 구체적인 정책과제로 1) 공공부조의 확대와 가족수당제도

도입을 통한 재정적지원; 청소년카드의 활용 2) 안정적인 주거생활 보

장과 학습공간 확보 3) 교육지원 확대 4) 사회복지서비스 프로그램의

개발 5) 직업훈련의 지원과 다양화 6) 문화복지 활성화를 위한 문화공

간의 확보 7) 청소년들의 지역사회 공동체 구성에의 참여 확대 8) 청소

년 관련 기관간의 네트워크 구성 등을 제시하였다.

The purpose of this study is to explore the poor youths aspects of welfare alienation and

suggest the alternatives of social welfare policy for poor youth, To achieve this goal, firstly,

this examined the general aspects of welfare alienation. And secondly, this paper analyzed

the poor youths aspects of welfare alienation and their welfare needs through the

qualitative study, which was taken in-depth interview to ten youths. Finally, this paper

suggested the alternatives of social welfare policy for poor youth.

The alternatives of social welfare policy for poor youth are as follows: 1) enlarging

public assistance benefit for poor youth and establishing family allowance system

2) securing stable housing and facilities for study 3) expanding education support for poor

youth 4) developing diverse social welfare programs 6) establishing youth culture center

for culture welfare 7) enlarging opportunities of youth participation to community

organization 8) networking between youth centers and between youth centers and local

government.
