에너지전환운동 모임의 형성과 학습과정에 관한 질적 사례 연구: 관악주민연대 절전소 운동을 중심으로 : A qualitative case study on forming and learning process of a community for energy transition initiative

Abstract
이 연구는 환경교육에서 두려움과 무기력함을 야기하는 기후변화교육 방식에 대한 문제제기로 시작하였다. 이 연구는 생태공포증을 넘어설 수 있는 대안을 만드는 과정을 통해 학습자가 자신의 삶을 성찰하고 스스로 변화를 이끌어내며 참여와 실천 역량을 강화하는 사례에 대한 발견적 탐색이다. 이 연구의 사례는 서울시 관악구에 있는 지역운동단체인 관악주민연대에 속해 있으면서 절전소 운동을 주도하고 있는 소모임인 꿈마을에코바람이다. 이 사례 연구에서는 에너지 전환을 지향하는 이 모임이 어떻게 형성되었는지 그 배경을 탐색하였다. 또한 구성원들이 각자 어떤 동기로 시작하고 참여했으며, 어떠한 어려움이 있고, 어떻게 변화하고 성장했는지, 그리고 그 과정에서 어떠한 학습이 일어났는지 살펴보았다. 연구자는 소모임에 구성원의 한 명으로 가입하여 적극적 참여관찰을 위주로 하여 문헌조사와 면담을 병행한 질적 사례 연구를 수행했다.
관악주민연대는 관악구의 재개발과 빈민운동을 계기로 1995년에 설립된 단체로서 꿈마을에코바람 형성 이전에도 재활용운동을 해 왔는데, 꿈마을에코바람이 만들어짐으로써 본격적으로 에너지 환경 관련 활동을 하게 된다. 꿈마을에코바람이라는 소모임은 2013년부터 시작하였고, 2015년부터는 서울시 에너지 자립마을로 선정되어 활동하고 있다. 이 모임이 터하고 있는 관악구 지역은 에너지 빈곤층이 다수 거주하지만, 에너지와 환경에 관심이 많은 단체들이 포진해 있는 지역적 특성을 보인다. 여기에 서울시의 원전하나 줄이기 정책에 따른 적극적인 지원이 이 모임의 형성에 긍정적인 작용을 하였다.
이 모임을 시작하게 된 사회적 배경은 기후변화와 탈핵이지만, 구성원들 각자의 참여 동기는 다양했다. 리더에게는 지역 공동체 복원을 위한 절전소 운동의 의미가 컸으며, 다른 구성원들의 참여 동기 중에서 가장 큰 비중을 차지하는 것은 사회적 관계망과 지인의 권유였다. 이 외에도 정기적인 에너지 강좌의 영향, 재미, 환경에 대한 관심도 어느 정도 영향을 미쳤다. 그런데 이들이 겪고 있는 어려움도 있었다. 첫 번째 장애요인으로, 경제적으로 여유롭지 못한 지역에서의 절전소 운동이 확장되기 어렵다는 한계를 들 수 있다. 또한 소모임 구성원 내부적으로도 경제적 어려움으로 인한 활동의 중단이 있었다. 두 번째 장애요인은 구성원들의 학습에 대한 부담감이었다.
이러한 어려움에도 불구하고 구성원들은 변화하고 성장하는 모습을 보였다. 먼저 자신의 생활 방식을 에너지를 적게 쓰는 방향으로 변화시켰고, 의식의 측면에서는 자신감과 적극성, 자발성을 향상시켰다. 또한 리더와 구성원간의 상호 신뢰와 민주적인 의사소통 구조를 이루어내며 집단적 정체성을 가지게 되었다. 그리고 개인적인 실천을 사회적인 의미로까지 확장하는 구성원도 생겨났다.
이 모임의 형성과 변화를 통해 에너지 전환운동의 관점과 학습의 측면에서 각각 논의 지점을 살펴보았다. 먼저 이 모임은 에너지전환운동에서 일종의 전략적 틈새로서의 가능성을 가지고 있었다. 특히 신뢰와 상호존중, 민주적 의사소통 구조를 가지고 있었다. 그러나 비전 설정과 관련해서는 다소 어려움을 겪고 있었다. 한편 에너지 전환운동을 주도하는 주체인 에너지시민성과 생태시민성의 관점으로 바라보았을 때, 구성원 각자는 이러한 시민성이 다소 부족하거나 이 시민성을 함양하기 시작하는 초기의 모습을 보였다. 그러나 이들을 하나의 집단으로 보았을 때는 생태시민들의 활동 양상을 명확히 드러내었다. 이것은 집단의 관점에서 시민성을 해석하고 접근해야 할 필요성을 제기한다. 특히 이 모임의 형성과정에서는 사회적 관계망이 큰 역할을 하였으며, 구성원들의 참여와 학습에 있어서 집단적 정체성의 구축이 중요한 역할을 하는 것으로 드러났다.
이 모임을 학습과정의 측면에서 본다면, 모임의 구성원들에게서는 기후변화 교육에 따른 생태공포증이 거의 나타나지 않았으며, SNS를 통한 정보와 태도의 습득 등 무형식 학습의 영향이 큰 것으로 보인다. 또한 이들의 학습은 경험과 실천을 통해 학습하는 측면이 강했다. 먼저 참여하고 실천을 하고 나서 그 실천에 따른 변화를 경험함으로써 통제감(locus of control)과 권능감(empowerment)이 향상되었고, 이것이 다시 태도의 변화와 성찰을 유발하였으며, 이후에 학습의 필요성을 느끼게 되었다. 그리고 이 과정에서 지역 사회나 사회적 관계망과 같은 상황적 맥락은 아주 중요한 역할을 하였다. 이것은 지식-태도-행동의 변화라는 선형적인 친환경행동 모델에 대한 반증사례이며, 동시에 기든스의 역설에 대한 반증사례로서의 의미를 가지기도 한다. 기후변화와 같은 전 지구적인 문제에 대해서, 지역적이며 동시에 집단적이고 조직적으로 대처하면서 실천과 변화를 통하여 통제감과 권능감을 높이는 것이 유효할 수도 있다는 사례를 보여주고 있다. 또한 이 모임의 학습은 공동체에 참여하고 실천함으로써 정체성을 획득하고 학습을 하는 실행공동체의 양상과 유사하였으며, 관용적인 분위기와 자유로운 의사소통은 민주적 학습공동체로 발전할 수도 있는 가능성을 보여주었다.
이 연구는 교육수준이나 환경의식의 정도에 있어서 평범한 성인들이 절전소 운동에 참여하고 변화하는 과정에 대한 연구를 통해 대중적 환경교육 확산 가능성에 대한 함의를 제시한다. 또한 학교, 아동, 개인에 대한 관심에 치우쳐 있는 환경교육 연구를 사회, 성인을 포함한 모두, 집단과 공동체에 대한 환경교육 연구로 그 관심을 확장해야 할 필요성을 제기하고 있다. 마지막으로 환경교육 분야에서 지속가능한 미래를 열어갈 에너지 전환운동의 현황과 중요성에 대해 조금 더 인식하고 관심을 기울여야 할 필요성도 동시에 제안하고 있다.
Public concern about climate change is increasing and so is the importance of proper climate change education. However, careless education about climate change brings about the opposite effect, which gives learners fear, powerlessness or ecophobia. This study aims to explore a positive and alternative learning about climate change and energy transition in a community of adults.
The case of this study is a Negawatt movement group in a grassroots local organization in Gwanakgu, Seoul, South Korea. The qualitative case study mainly used moderate participant observation with interview and documentary sources. The researcher joined the group and received peripheral membership. This study investigates the formational background of the group, motivators of the group members to join, obstacles against the movement, and changes or growth of the members.
The main activity of this group is to develop ways to reduce energy use, to improve energy efficiency, and to produce energy in daily life. The group members were stimulated by the Fukusima nuclear accident, the tragedy of Milyang transmission tower, and activities of other energy self-sufficient villages. The members have various motivators for participation. As the leader is deeply interested in building local community, she considers the Negawatt movement as a means for achieving this goal. On the other hand, a majority of other members were first under the influence of a social network. They entered into this group mainly by recommendation of acquaintances. As time goes on, the members recognized that this activity is worthy enough and they have fun with it.
The group has several obstacles against growing and spreading the movement, such as financial difficulty and members fear about academic studies. Nevertheless, the members continued to grow in confidence, autonomy, the positive, and changed their lifestyle toward reducing energy use. Moreover, they developed collective identity and a democratic communication system. They learned environmental attitudes and values from non-formal education such as SNS(social networking service), meetings, informal conversations, and events. Members tended to join first. Then, they participated and practiced. Afterwards, they understood the connection between their lifestyle and climate change. Also, the members realized the need to study, and had a significant experience of changing their lifestyle collectively, which provided locus of control and empowerment. The symptom of ecophobia is hardly found in this group.
The groups learning process is inconsistent with the Hines model of responsible environmental behavior. Rather, the opposite is the case. Moreover, this case provokes controversy over the Giddenss paradox, which suggests peoples inaction against climate change. The learning process of this case is similar to community of practice, whose purpose is developing members capabilities through participation and practice.
This research shows an example that provides a pathway for enhancing peoples competence through learning by doing. In addition, research about the learning process of non-highly educated adults implies a way that environmental education spreads more effectively to common people.
