중국 지속성장의 현재 : 정치사회적 병목을 중심으로

Abstract

이 글은 중국의 부상이라는 담론 속에 과도하게 적재된 중국기회론과 중국낙

관론을 점검하는 데 있다. 또한 정반대로 중국의 폭발적 경제성장의 역설이 중

국의 몰락을 가속화하여 중국이 러시아의 전철을 밟을 것이라는 단선적 시각도

동시에 경계하고 있다. 따라서 이 연구는 중국의 지속성장에서 정치사회적 병

목요인들을 추출하고 그 구간의 특징을 보여주면서 중국이 당면한 위험의 성격

과 수준을 밝히고자 한다. 이러한 병목현상을 분석하는 것은 현재 중국이 취하

고 있는 위기관리정책의 정책적 함의를 파악할 수 있을 뿐 아니라, 중국의 미래

에 관한 하나의 시사점을 제공할 수 있을 것이다. 이를 위해 중국의 지속성장에

있어 병목이 되는 요인을 거시적인 정치경제적 상황을 점검하고 사회적 핵심변

수들을 추출하였다. 이중에서도 구조적인 문제를 지니고 있는 이른바 삼농문

제, 실업문제, 사회적 격차를 분석하면서 이들 병목요소들이 단기간의 정책으

로 해결될 수 없다는 점에서 중국체제의 안정성을 위협하는 것으로 간주하였

다. 특히 다양한 병목요소들이 동시에 발생할 가능성이 있는 2010~2015년의

병목구간을 어떻게 극복하는가 하는 점이 일차적 관건으로 평가하였다. 그러나

이러한 병목이 곧 중국의 체제위기를 의미하는 것은 아니며, 문제해결 여부에

따라 중국의 지속성장의 가능성과 실패에 놓인 전환기적 과제라고 생각했다.

Widely divergent views about Chinas future are prevalent among analysts. The focus of

this paper has been on the potential adversities or bottlenecks facing Chinas political

stability and affecting its prospects for sustaining high growth through the coming

decades. In considering what might go seriously wrong in Chinas future, this paper have

concentrated on massive unemployment, serious economic disparity, three peasant

(sannong) problems. Even though Hu Jintaos government have a correct understanding

the seriousness of problems, the socio-economic strategy mainly focuses on escaping

bottleneck section rather than diminishing these structural bottlenecks. In other words,

Chinas strategy and policies is not enough to resolve the bottlenecks. This paper

especially cannot deny the possibility of an bottlenecks during 2010~2015 at the same

period. It furnishes a key for the solution of the problems how to pass over the bottleneck

section and to institutionalize balanced growth. This paper can provide the political

implications of countermeasure and suggestive points the interpretation in Chinas future.
