중국 성장의 국제정치

Abstract

중국위협론으로 대표되는, 중국의 급속성장이 지니는 국제정치적

의의에 대한 기존의 논의는 기계적이고 정태적이다. 즉 중국의 급속성

장을 강대국 간의 힘의 불균등 성장으로 정의하고 이를 세력균형론이나

세력전이론 등 기왕의 이론에 기계적으로 대입했다. 이 글에서는 기존

논의의 한계를 극복하기 위해팽창압력전쟁이론(lateral pressure

theory of war)을 소개하고 그에 비추어 중국성장의 국제정치적 의의를

논의한다. 팽창압력이론은 하나 혹은 그 이상 강대국의 팽창→둘 또

는 그 이상 강대국 이해영역의중첩→국지적 차원에서의 정치동학에

따른 갈등의촉발의 과정을 통해 전쟁, 갈등 혹은 세력균형정치라는

근대 안보동학의 과정을 그린다. 즉 한 나라의 성장은 그 결과로서 그리

고 그를 지지하기 위해 국가차원의 대외 정치경제적 팽창을 가져온다.

이는 다른 나라의 이해영역과의 중첩을 초래하여 양자간 경쟁을 초래한

다. 그와 같은 경쟁이 국지적 정치동학과 맞물리면 갈등이 촉발되기도

한다. 당시 체계의 속성에 따라 그와 같은 갈등은 전면전쟁으로 전개되

거나 치열한 세력균형정치를 유발한다. 이 글은 각국의 무역자료와 중

국의 정상외교에 관한 자료를 가지고 중국과 미국, 그리고 중국과 일본

의 중첩정도를 따져보고, 특히 미국과 중국의 외교적 영향력 경쟁이 불

안한 지역정세와 맞물릴 가능성을 따져봤다. 중국이 상하이협력기구 등

으로, 미국이 테러와의 전쟁으로 그 정치군사적 영향력을 확대하고 있

는, 그리고 석유 및 가스자원이 풍부한 가운데 국내정정이 불안한 중앙

아시아 지역에서 그와 같은 안보동학이 전개될 가능성이 높은 것으로

평가한다.

What are ramifications of Chinas fast economic growth for world politics? Does

existing international relations theory shed light on the question? Many of existing studies

on the subject including so-called China threat thesis are based on such grand theories

as balance of power, power transition, or hegemonic war. While such theories may prove

useful in understanding some dimensions of the issue, it hardly provide any clue to the

specific paths or processes of alleged rivalry and conflict. This study relies on the lateral

pressure theory of war proposed by Choucri and North, and tries to clarify some of those

paths or processes. It also analyzes international trade as well as diplomatic records to trace

potential areas where U.S. and Chinese spheres of influence intersect, and resulting rivalry

interacts with local political dynamics so as to result in provocation. Provocation is likely

to occur where two or more great powers simultaneously expand their influences and local

politics is unstable. Central Asia, or so-called the arc of instability is one such area.
