미국 정당정치의 변동과 신보수주의

Abstract

2004년 대통령 선거에서 드러난 바와 같이, 9∙11 테러 이후 미국 공화당

과 민주당 사이에 외교안보정책에 관한 수렴현상이 부활하고 있다. 여기에는

신보수주의의 역할이 적지 않다고 평가할 수 있다. 물론 신보수주의자들이 공

화당을 지배하고 있는 것은 아니지만, 부시 독트린이경성 윌슨주의(hard

Wilsonianism)를 받아들이고 있다는 점, 또한 9∙11 테러 이후 미국의 안보

국가화라는 배경 하에서 민주당이 부시독트린을 마지못해 수용하고 있다는 점

때문에 신보수주의는 외교안보정책 수렴의 가교역할을 하고 있는 것이다.

그러나 이러한 수렴은 1940~60년대와 달리 안정적인 국내외적 기반을 결

여하고 있다. 현재 미국사회는 사회적, 도덕적 가치를 중심으로 더욱 첨예하게

분열되고 있으며, 국제적으로도 부시독트린의 일방주의(unilateralism)에 대한

불만이 확산되고 있다. 결국 외교안보정책의 부시독트린 중심으로의 수렴은 취

약한 국내적, 국제적 기반을 갖고 있는 것이다. 이러한 불안한 기반위에 서있는

수렴이 어떻게 국내외적 기반을 마련하는가에 따라 신보수주의의 영향력과 그 변

용의 방향이 좌우될 것이다.

As seen in the 2004 U.S. presidential election, the convergence of foreign and security

policies between the Republican Party and the Democratic Party has been reviving since

the 9.11 attack.

It is assessed that the Neo-conservatives play a significant role in this regard. Of course,

Neo-conservatives hardly dominate the Republican party, but Neo-conservatism is

serving as a bridge in converging the foreign and security policies in that the Bush doctrine

embraces hard Wilsonianism and the Democrats unwillingly accept the Bush doctrine

under a situation calling for heightened national security as a result of the 9.11 terror

attacks.

However, such a convergence is not on firm ground at both home and abroad, as was

possible during the 1940s to 1960s. American society is now extremely divided mainly on

social and moral values, and the dissatisfaction with the Bush doctrine is spreading

worldwide. The convergence of foreign and security policies based on the Bush doctrine

has a vulnerable side from the inside and outside of the country after all. The influence of

Neo-conservatism and its direction will hinge mainly upon how this convergence on

fragile ground wins domestic and international support.
