2000년대 후반 북중 경제협력의 변화에 대한 연구

Abstract

2008년 이후 한반도에서 남북관계가 악화됨에 따라 남북 간 경제교류가 감소되어 기존에 남북교역의 흑자가 줄어 적자로 역전되었다. 같은 시기에 2009년부터 북중교역은 몇 가지 특징을 나타낸다. 교역의 성장규모가 비약적일 뿐만이 아니라 수입과 수출이 동시에 늘어나면서 적자가 갈수록 줄어든 것이다. 또한 수출은 예전처럼 특정 제품이 전체 수출 증가세를 주도하는 양상을 보이는 반면 수입에 있어서는 비교적으로 여러 제품들이 전체 수입 증가에 고루 영향을 미치는 추세를 보인다. 따라서 본 논문은 남한과 북한, 북한과 중국 간 경제협력의 변화를 분석하고 북중 경제협력의 주요 특징을 분석하고자 한다. 2009년 2차 핵 위기 이후 중국은 대북 경제 정책을 비롯한 여러 정책을 조정하기 시작하였다. 북한은 중국 동북지역 개혁개방에 편승시키고 접경지역의 경제협력을 적극적으로 추진하고 있다. 북한의 경우 국제 사회에서의 북한의 도발과 북한이 국내적으로 가지는 어려움을 고려하여 정치와 경제 국면을 타개하기 위해서 적극적인 정책조정을 시도하고 있다. 위와 같은 분석들을 통해 2000년대 후반 북중 경제협력이 급속히 발전한 것은 남북 교역이 감소했기 때문만이 아니라 중국과 북한의 정책 조정이 남북 간 관계에 상당한 영향을 미쳤기 때문이라고 할 수 있다.

After 2008, the North Korea- South Korea relationship has gotten worse. We've seen not only reduced economic exchanges between two countries but also a reduction in North Korea's trade surplus with South Korea. Over the same period, North Korea- China economic cooperation has shown various features since 2009 through the trade scale. Also, imports and exports have grown rapidly while the North Korean trade deficit has been reduced. Thus, the first part of this thesis analyses the features of North Korea- China economic cooperation by analyzing changes in South Korea- North Korea and North Korea- China economic cooperation. China has begun to change its economix and political policies towards North Korea in a more positive way after the second North Korean nuclear test in 2009. At the same time, China has also tried hard to make North Korea a part of project China implemented in its northeastern area, since the project is important to economic development therein. This project wouldn't proceed smoothly if North Korea didn't cooperate at the border. On the other hand, China tries to encourage North Korea to open up and reform like China in 1970s. North Korea's economy is suffering from the icy relationship with South Korea and sanctions from international countries. In order to boost the economy and secure the transfer of power from Kim Jong-il to Kim Jong-eun, North Korea has no choice but to cooperate with China, as a result it must make some policy adjustments in economic and political areas. Based on the analyses, this thesis come up with the idea that changes in North Korea- China economic cooperation are caused by the icy economic relationship between South Korea- North Korea and also caused by the policy adjustments in both China and North Korea which affect the North Korea- China political relationship profoundly.
