EU의 對 한반도 정책

Abstract

EU는 최근 EU집행위의 ??아시아 전략 보고서, 한∙EU 기본 협정, ??북한 국가

전략보고서 등을 통해서 한반도 정책의 체계적인 원칙을 발표한 바 있으며 포괄적인

한-EU 관계 증진, 남북화해협력 및 긴장완화, 북한과의 대화 및 지원 등에 있어 역

할을 증대시켜 왔다. 이는 국제경제∙정치에서 강화되고 있는 EU의 위상을 반영한

것이기도 하다. 그러나 9.11 테러사태 이후 북미 관계가 경색되고 북한의 테러국가

이미지가 국제사회에 남아 있는 가운데 EU의 대북 관계개선은 소강상태에 들어갔으

며 EU 내부적으로도 대북지원의 성과에 대한 비판이 제기되어왔다.

한반도 문제의 해결에 있어서 EU의 역할은 다분히 제한적이었다. EU는 미국을

대체할 수 있는 군사, 외교적 역량을 갖추고 있지 못하며 따라서 한반도 문제 해결

의 주체가 되기보다는 보완적 차원에서 그 역할이 고려되어야 할 것이다. EU가 추

구해 온 예방외교를 통한 평화정착의 기조는 한반도 상황에 적용될 수 있으며 EU는

북한의 개방과 국제사회로의 편입에 있어 기여할 수 있을 것이다. 보다 장기적으로

는 향후 대북 공조 체제에 EU를 참여시키는 방안을 고려해 볼 수 있다. 한편, EU의

외교정책에 있어 아직 독일, 영국, 프랑스 등 주요국가들의 영향력이 강하게 작용하

고 있는 점을 고려해 볼 때 이들 주요국들에 대한 쌍무관계의 강화도 병행되어야 할

것이다. The European Union(EU) has intensified its foreign policy toward the Korean

Peninsula in recent years as shown in a series of strategy and position papers. The

adoption of Framework Agreement for Trade and Cooperation and Joint Declaration on

the Political Dialogue between Korea and the EU enabled a more systematic approach to

solve the Korean and inter-Korean issues. The EU has also pursued an active

humanitarian aid and technical assistance to North Korea. EUs relations with the two

Korea reflected a growing influence of the EU in international relations. However, EUs

engagement in Korean issues began to stagnate since the 9.11 terrorist attack. The USNorth

Korea relations were almost freezed as North Korea was regarded as a terrorist

country. Furthermore, critiques have been raised within the EU on the stalling North

Korean reform.

It may not be wise to expect the EU to replace the US in dealing with the inter-Korean

issues. The EUs engagement on the Korean Peninsula is still limited due to its relative

weakness in military and security affairs vis-à-vis the US. However, the EUs engagement

in the inter-Korean issues can be effective in terms of preventive diplomacy in which the

EU has been most successful. The EU can also facilitate North Koreas transition to

global society and market economy. The EU may join, in the future, in the multilateral

coordination on North Korean problem — such as TCOG — together with the US and

Japan. Along with the diplomacy with EU, the Korean government need to strengthen the ties with major European countries such as Germany, France, and the UK since these

countries still exert substantial influence on the EUs common foreign policy.
