Abstract
E-government in Indonesia is interesting to be discussed because
of some factors that affect for successful of e-government. In this study
discuss about implementation of e-government in five ministries, such as
Ministry of State Secretariat (MSS), Ministry of Home Affairs (MHA),
Ministry of Finance (MOF), Ministry of Trade (MOT) and Ministry of
Foreign Affairs (MOFA). Furthermore, this study using comparative case
study between organizational factor, institutional factor and technological
factor. In each factor, there is sub factor that affect for e-government
success in Indonesia. In the organizational factor, there are project
management and finance sub factor, in the institutional factor there are
leader authority and standard operating procedure (SOP) sub factor and in
the technological factor there are technology expertise and information
communication technology (ICT) infrastructure sub factor. In each factor
is analysed and discussed deeply to know which factor that effect egovernment
success in Indonesia.
Comparative case study is conducted between MSS, MHA, MOF,
MOT and MOFA for e-government in Indonesia. Between five ministries,
there are some result differences in each sub factor such as leader authority, SOP and technology expertise. The other sub factors such as
project management, finance, and ICT infrastructure are similar between
five ministries.
Strengthening for organizational factor, institutional factor and
technological factor are important for enhancing e-government in
Indonesia. Comparative case study is a way to analyse success factor in
Indonesia in more depth. The research of success factor for e-government
in Indonesia that is influenced by leader authority, SOP and technology
expertise is useful to further study about e-government factor in the future.
Finally, the study will be good for policy maker, researcher and
developing country including Indonesia in improving the quality of egovernment.
