스마트행정 구현을 위한 소통평가시스템 구축과 적용: 지방의회-주민간의 소통을 중심으로

Abstract

이 글은 스마트행정시대 소통행정을 구현하기 위한 공공부문의 소통평가지표 및 시스템을 구축하고 이를 지방의회 성과평가에 적용하여 시사점을 얻기 위한 것이다. 소통평가시스템은 소통마인드-기반-노력-성과(피드백) 관점에서 구축하였고, 의회-주민간의 소통에 대해 질문조사를 통해 의정활동, 주민만족 등과 관련하여 효과를 검증하였다. 연구결과를 제시하면 첫째, 지방의 회의 소통태도 및 기반은 잘 마련되어 있으나 소통노력과 성과 면에서는 우수하지 못하다. 둘째, 주민참여 및 민원해결을 위한 소통노력을 강화해야 할 것으로 판단된다. 셋째, 소통성과와 피드백을 강화하고, 이를 조례제정 및 예산심의활동에 적극 반영하여야 한다. 결국 의회-주민간의 소통요인이 강화되고, 지역주민과 소통을 강화할 때 의정 성과 및 만족도는 높아질 것이다. 소통원활화를 위해서는 빈번한 주민접촉 및 참여, 소통평가제도 도입, SNS를 통한 온라인 소통 강화, 의정창구와 의정모니터를 개설하고 활용할 필요가 있다. 또한 구축된 소통평가시스템은 지속적으로 개선해 나가야 하며, 실무적 관점에서 현실성을 고려한 지속적인 지표개발이 필요하다.

The purpose of this paper is to construct a communication evaluation index and system for implementing communication administration in the smart administration era and apply it to local council performance evaluation in order to obtain implications. The communication evaluation system is constructed from the viewpoint of communication attitude, foundation, effort, and performance (feedback). Communication between residents and the local council is verified by questionnaire survey. The results of this study are as follows: First, the attitude and foundation for the local council's communications are well established, but they are not excellent in terms of communication effort and performance. Second, it is necessary to strengthen communication efforts for resident participation as well as for solving complaints. Third, communication performance and feedback should be strengthened and positively reflected in budget activities and enactment of ordinances. Facilitating communication requires contacting and engaging frequently with residents, introducing a communication evaluation system, strengthening online communication through social network services (SNS), and ongoing monitoring.
