Abstract
The Myanmar government gives precedence to (CSR) Civil Service Reform (2017-2020) to establish a more efficient government by raising the professionalism and efficiency of the civil service personnel, utilizing of public resources in an effective way and appreciating the expectations and trust of the Myanmar citizens upon the current Myanmars government and civil society. To accomplish the CSR, all governmental institutions and organizations have responsibilities for fostering the efficient and effective civil servants.

In consideration of nurturing and promoting the capacity of the civil servants, giving training is essential for them to handle the varieties of day-to-day activities and new challenges, to raise profit maximization of individuals and organizations and to enhance the on-going development of society. Training is the most powerful tool as it gives the raw materials and helps to add the existing value of the staff/employees. Thus, this study would attempt to examine the capacity development of the civil servants through the training course. For this purpose, the surveys would be done on trainees who attended the Post-Graduate Diploma in Civil Service Management (Batch No.2) in Civil Services Academy of Myanmar Union Civil Service Board.

The study is comprised of six chapters: Introduction (Chapter I), Background of the Study (Chapter II), Literature Review (Chapter III), Theoretical Background (Chapter IV), Evaluating Effectiveness (Chapter V) and Conclusion (VI), respectively.

To measure the training effectiveness, the pre-test and post-test surveys are used to find the feedbacks of the 110 participants in CSA by applying Kirkpatrick evaluation model. Evaluation model is essential to realize the strength and weakness of the training programs. Findings in this paper pinpoint that the overall feedbacks of the pre-test shift from negative feedbacks to positive feedbacks in post-test survey. Through this survey, findings show that training course is weak in time allocation, the adjustment of trainers-to-trainees ratio and classroom size. Regarding with the subjects conducted in CSAs of UCSB, ICT subject is mostly given the negative score by the respondents comparing with the other subjects (Political Science, Social Science, Management, Economics, Law and English). It means that this subject is difficult to adapt for the trainees. Even though these weaknesses are occurred, the training course can raise the capacity development of the trainees beyond them. The trainees respond their skill, knowledge and attitudes improve and their confident to work as a leader in their job are becoming increase.
