The Integration of North Korean Defectors in South Korea: a capability approach based examination of their work and well-being

Abstract

본 연구는 탈북자의 통합을 위해 한국에서 활용되고 있는 기제들을 연구한다. 이를 위해 포괄적인 문헌 연구를 진행하였다. 한국과 해외에서의 통합 기법과 관련한 조사가 이루어졌고, 사회적 기업에 초점을 두면서 일자리 통합(work integration)에 관한 문헌에 특히 주목하였다. 다음, 최근 탈북자들의 곤란한 처지는 탈북자 조사를 통해 명확히 알 수 있다. 전술한 자료들은 통합을 통해 탈북자들의 삶을 향상시키고자 할 때 한국은 얼마나 효과적인가?라는 연구 질문에 답하기 위해 활용되었다. 이 부분에 대한 이론적 틀은 아마티야 센(Amartya Sen)의 능력 접근(capability approach), 평가가 자유, 즉 어떤 사람이 가치있다고 여기는 것을 하기 위한 개인 능력으로 간주되는 자유에 직접적으로 초점을 맞추는 대안적 접근(Sen, 2009: 56)을 활용한다. 이 접근방식은 소득 수준과 자살 고려 등과 같은 변수들에 관한 기본적 양적 데이터와 탈북자들에게서 수집된 양적, 질적 연구결과들을 결합하는 최상의 조화를 가능하게 한다. 이 평가의 결과를 보면, 다소 낮은 수준의 탈북자 지위향상, 다수의 미온적이거나 중립적인 반응, 그리고 투표 참가 등과 같이 탈북자들의 지위가 매우 향상된 것처럼 보이는 몇몇 영역들을 보여주고 있다. 이러한 결과들이 매우 소수의 사람들을 상대로 수행한 조사의 결과라는 것을 잊어서는 안된다. 이런 연유로, 대다수의 데이터가 이 주제에 관한 선행 연구를 지지하고 있지만, 특정 질문들로부터 수집된 독특한 데이터가 더 나은 연구를 위한 훌륭한 영감을 준다.

This work examines current mechanisms being utilized in South Korea to enhance North Korean defector integration. To that end, a comprehensive literature review has been undertaken. Investigation was done concerning integration techniques in South Korea and abroad, taking special note of literature concerning work integration, with a focus on social enterprise. Next, the predicament of recent defectors was illuminated through defector surveys. The aforementioned resources were used to answer the research question, How effective is South Korea at enhancing the lives of North Korean defectors through integration? The theoretical framework for this piece is Amartya Sens capability approach, an alternative approach to evaluation that focuses directly on freedom, seen in the form of individual capabilities to do things that a person has reason to value, (Sen, 2009: 56). This approach allows the best fit for combining basic quantitative data concerning variables such as income levels and suicidal ideation with both quantitative and qualitative findings collected from defectors. The results of this assessment show some low levels of defector enhancement, a multitude of moderate or neutral responses, and a few areas in which the defectors surveyed appear highly enhanced, such as through their participation in voting. This must be qualified with the caveat that surveys were only conducted with a very small number of people. That being said, much of the data aligns with previous research on this subject, while the seemingly unique data gathered from certain questions posed provides inspiration for further study.
