Abstract

The objective of this paper is to seek for the new institutional community of Korean industrial relations with respect to the changing society of economical and technological environment. Namely, this paper is intended to draw significant implications for building the new institutional community of healthy industrial relations.

Korea has achieved a remarkable economic growth that could astonish the whole world in the past half-century. However, the compact economic growth has also caused social polarization and has backfired among the socially disadvantaged and alienated classes, triggering industrial and other social conflicts. Therefore, it is urgent that the society overcomes mistrust and conflicts while pursuing mutual benefits and common prosperity. The industrial relations in Korea stand on a turning point and thus a new path has to be sought amidst social, economic and technological upheaval.

In order to sustain economic growth, there is a pressing need for seeking a new Axial Age of industrial relations. Korean industrial relations have to be changed from militant relations to cooperative relations. It is not an option but a must for us to overcome the conflicts between labor and capital through creating a cooperative society and to make efforts to establish a sound community.

This should be based on the structure of the sound institutional community of labor relations. In other words, it is necessary to make efforts to establish the sound institutional community of Korean labor relations.

This paper consists of three parts for building the new institutional community of Korean industrial Relations. In the first part, we examine the institutional community of labor relations regarding the substance and norm of labor relations. In the second part, we discuss the new development of the direction of the labor institutional community for healthy Korean industrial relations.

In the third part, we suggest the new structure of the institutional community for labor relations focusing on the principles and issues of the formation.
