북한의 체제유지를 위한 인민반의 역할과 변화

Abstract

Neighborhood unit which exists only in North Korea is a unique structure in which family life and privacy coexist as family units. And it is an organization in which the intervention of the state's public power and the policy enforcement are institutionalized. Neighborhood unit is the everyday space where the occupant's life penetrates. It is also the lowest organization that has complete control over the details of a personal area. North Korea's Neighborhood unit plays an important role and function as the largest organization that includes all the residents in order to maintain the system. The main roles and functions of neighborhood unit include the implementation of collectivism through collective housing, the formation of a social network, the social mobilization and task-making for the construction of a socialist economy and inhabitants the daily living and control and monitoring. The role and function of neighborhood unit changed according to the conditions of socioeconomic environment. Especially, due to economic difficulties in the 1990s, Neighborhood unit weakening of the organizational solidarity has led to neglect of the leader's negligence and weakening of authority, the departure of the class members and the policy-making through the neighborhood unit. Therefore, the role system of neighborhood unit has become less vigorous than before and it has become a great threat to North Korea's system maintenance. Due to economic difficulties, the North Korean regime was gradually loosened and the leader were replaced and the organization was restructured. Neighborhood unit strengthened guard post restoration, daily inspection system and resident administrative law revision, resident money use, electricity check, resident control and monitoring. Since the economic hardship, all social mobilization systems in North Korea are being carried out by neighborhood unit and the burden of the residents is increasing. After such economic difficulties, North Korean authorities have been supplementing the scarcity of economic and social resources to maximize the role and function of neighborhood unit in order to maintain the system.

본 논문은 북한의 체제유지에 있어 인민반의 주요한 역할과 기능을 살펴보고, 1990년대 중반 경제난 시기와 경제난 이후부터 최근까지 인민반이 어떻게 운영되고 변화하는지를 분석하였다. 북한에서만 존재하는 인민반은 세대별 가족단위로 집단생활과 사생활이 공존하는 독특한 구조이며, 국가의 공권력의 개입과 정책집행이 제도화 되어있는 조직이다. 북한의 인민반은 체제유지를 위해 그 역할과 기능을 다양하게 수행하는 안전망이라고 할 수 있다. 인민반의 주요한 역할과 기능으로는 공동주거를 통한 집단주의 구현과 사회적 관계망의 형성, 사회주의 경제건설을 위한 사회동원과 많은 경제과제 수행, 사회통제 조직으로서 주민들의 광범위한 일상생활의 감시와 검열 등을 하고 있다. 인민반은 사회경제적 환경의 여건에 따라 역할이 변화하고 있다. 특히 1990년대 경제난으로 인한 북한의 체제이완은 인민반의 역할을 약화시켰으며, 인민반의 조직적 연대감 약화와 함께 인민반장의 태만, 반원들의 조직이탈과 인민반을 통한 정책관철에 대해 전반적인 무관심을 가져왔다. 이로 인해 인민반의 역할 체계는 이전에 비해 활력이 떨어짐으로써 북한의 체제유지에 있어서도 큰 위협요인이 되었다. 경제난 이후 2000년대 들어와서 북한 당국은 인민반장의 대규모 교체와 인민반의 재정비를 통해 그 역할을 복원하게 된다. 북한 당국의 인민반 역할을 복원하기 위한 조치로 인민반의 경비초소의 복구, 1일 점검체계와 주민행정법 개정, 주민들의 씀씀이와 전기검열 등 주민들의 통제와 검열을 한층 더 강화하였다. 최근에는 북한의 모든 사회적 동원체제가 공장이나 기업소 위주에서 인민반 중심으로 운영되고 있어서 반원들의 부담이 점점 가중되고 있다. 이처럼 경제난 이후부터 최근까지 북한 당국은 체제유지를 위해 사회적·경제적 자원의 부족한 측면을 인민반의 역할과 기능을 최대한 강화하여 활용하고 있다.
