유럽 민주주의의 퇴조와 극우 포퓰리즘 정당의 약진: 1990년대 중반 이후 유럽연합 회원국 의회 선거 결과를 중심으로

Abstract

본 연구는 유럽 극우 정당의 약진이 유럽 민주주의의 퇴조에 따른 내생적 결과라는 관점에서 유럽연합 회원국들의 민주주의 척도 점수와 극우 정당 지지율 사이의 상관관계를 분석한다. 1990년대 이후 유럽에서 극우 정당의 약진이 두드러짐에 따라 그 원인에 대한 다양한 논의가 제출되어 왔다. 그러나 극우 정당 지지의 수요와 공급 측면에 주목하는 기존의 논의들은 극우 정당 지지율의 국가별 편차를 설명하는데 한계를 노정해 왔다. 이는 극우 정당에 대한 유권자들의 지지가 그들이 표방하는 포퓰리즘이 갖는 호소력과 함수관계에 있다는 점을 고려하지 못한 결과이다. 포퓰리즘의 대중적 호소력이 민주주의의 퇴조라는 조건을 전제한다는 점에서, 이는 결국 극우 정당에 대한 지지가 개별 국가에서의 민주주의의 질(質)에 따라 달라질 것임을 의미한다. 본 연구는 민주주의 척도(democracy barometer) 데이터를 토대로 유럽연합 회원국들의 민주주의의 질과 극우 정당 지지율 사이의 상관관계를 분석한다. 분석 결과 민주주의 척도 점수와 극우 정당의 득표율은 일관되게 음의 상관관계를 보여 주었다. 이는 유럽 극우 정당의 약진이 유럽 민주주의의 퇴조에 따른 내생적 결과임을 확인시켜 준다.

This study posits and empirically examines the hypothesis that the rise of far right parties in Europe is the endogenous consequence of the declining European democracy. As the European far right parties have politically risen since the 1990s, so have the scholarly interests in the causes of electoral support for those far right parties. Extant literature, however, fails to address the causes of apparent national and temporal variations in electoral support for European far right parties, in both of its demand side and supply side variants alike. I contend that the electoral support for far right parties is a function of the degree to which the populist claims espoused by far right parties are appealing to voters, and that the eventual determinant of it is the quality of democracy of a country. Since populism is an expression of the discontent with the extant liberal democracy, voters are likely to lean toward populist claims as democratic quality of a country declines. I examine this hypothesis against the Democracy Barometer data and the national election results of the EU member countries since the mid-1990s. The regression analysis clearly shows that declining democratic quality has positive impact on the electoral support for the European far right parties. This result confirms that the rise of far right parties is an endogenous consequence of, rather than an exogenous shock to, the declining European democracy.
