공직사회의 성별직무분리 현상에 관한 새로운 접근: 핑크컬러게토(Pink Collar Ghetto)의 규명

Abstract

이 연구의 목적은 우리나라 공직의 성별직무분리 현상에 대하여 핑크컬러게토(Pink Collar Ghetto)의 개념을 소개하고 이를 탐색적으로 규명하는 것이다. 핑크컬러게토는 벨벳게토(Velvet Ghetto)라 부르기도 하는데, 직장여성의 업무가 보이지 않게 한정되는 현상을 말한다. 공직에서는 여성들이 집중적으로 많은 기관 및 부서가 출현하게 되며, 결과적으로 여성의 직업적 성공을 가로막는 보이지 않는 장애가 된다. 연구의 주요 결과는 다음과 같다. 첫째, 성별직무분리와 핑크컬러게토의 개념은 무엇이며, 우리나라 공직사회의 현실에 도입될 수 있는가? 그렇다. 성별직무분리는 공직사회에서 여성과 남성이 분리되어 특정 직무에 집중되는 현상이며, 핑크컬러게토는 여성들이 흔히 집중적으로 배치되는 비핵심적이고 중요도가 떨어지면서 상대적으로 낮은 처우나 이미지를 가진 업무분야나 부서를 의미한다. 둘째, 성별직무분리와 핑크컬러게토의 수준은 어느 정도이며, 직무나 성별로 차이가 존재하는가? 우리나라 중앙행정기관에서 성별직무분리의 경향성은 객관적 현황과 주관적 인식으로 각각 관찰되었고, 직무별 차이와 성별 차이도 보여주었다. 셋째, 개인과 조직차원의 요인들이 성별직무분리와 핑크컬러게토의 존재에 영향을 미치는가? 역시 그렇다. 개인적 요인과 조직적 요인으로 인한 수평적 혹은 수직적 분리는 핑크컬러게토의 발생과 어느 정도 인과성을 가지고 있었다. 따라서 이러한 발견들은 향후 공직여성 및 기존 정부의 인사정책에 새로운 쟁점과 함의들을 던져 주었다.

The purpose of this empirical study was to confirm that the pink collar ghetto (velvet ghetto) exists among public officials. In addition, this study focused on gender related job segregation in Korean government and public administration. This study was conducted to investigate the mediating effect of sex differences on sex segregation in government and public administration to achieve these purposes. What is a clear-cut definition of the pink collar ghetto for women from a government and public administration perspective? The pink collar ghetto is used to describe the fact that women repeatedly and historically have been concentrated into underpaid low-wage jobs. The term was reportedly first introduced by Louise Kapp Howe in her 1977 book. Howe's work examined the experiences of women working in traditionally 'female' occupations such as interactive service work, personal service work, and person to person service encounters. The pink collar ghetto in government means that many women administrators are stuck in certain jobs, mostly in non-core departments, low-paying work, or at interactive service work, and usually because of their sex. The empirical results show significant evidence for the concept of the pink collar ghetto for women in Korean government and public administration. Based on these research findings, practical implications for public administrations and government were discussed.
