국제개발협력 레짐 변천사

Abstract

국제개발협력 레짐은 1945년 이래로 변화를 거듭해왔다. 본 연구는 국제개발협력 레짐이 여타의 국제현상과 마찬가지로 주요 행위자인 강대국(특히 주요 공여국)의 주도하에, 그들의 원조 및 개발 정책과 역할에 직접적인 영향을 받으며 발전해 왔음을 밝힌다. 또한 공여국의 원조행위가 국제정치경제환경의 변화와 제도의 역할에 크게 영향을 받아 왔음을 보인다. 이에 따라 본 장에서는 국제개발협력 레짐 변천사를 행위주체와 구조, 보다 구체적으로는 주요 공여기관의 원조행위와 이에 영향을 미친 국제환경 및 구조적 요소에 초점을 맞춰 설명한다.

This chapter discusses historical changes in international development cooperation regime since after 1945. The author argues that like many other international phenomena, international development cooperation regime has been largely led by major powers, in other words, influential donors and their aid policies. In particular, the author highlights that changes in international political and economic environment have critically affected aid behaviors of these donors. Thus, this chapter explains historical changes in international development cooperation regime focusing on actors and structure, more specifically, aid activities of major donors and international environment and structural factors that have affected such aid activities.
