중국식 개발원조의 등장 — 역사적 변화와 특색

Abstract

중국 대외원조 에 관한 상반된 시각과 현실을 중국 대외원조 레짐의 역사적 변화와 아프리카 사례를 통해 살펴본다. 우선, 역사적 변화를 살펴봄으로써, 대내외적 변화와 연동되어 달라진 중국 대외원조 목적과 이념적-제도적 특색을 설명한다. 구체적으로 아프리카 사례를 통해 중상주의적 경제이익을 최우선으로 하는 중국식 개발원조의 특색을 기업이 중심이 된 직접투자와 해외경제무역특구, 발전기금, 그리고 상무부와 외교부의 세력균형의 변화를 통해 설명한다. 이를 통해, 중국식 개발원조 레짐이 국제원조 규범과 제도에 어떠한 도전을 하는지, 그리고 대안적 개발협력 모델이 될 수 있는지 문제를 제기한다. 마지막으로 최근 원조 수원국에서 증가하는 갈등과 분쟁이 반영하는 중국식 개발원조의 어두운 단면과 중국의 막대한 비공적원조가 국제개발원조에 어떠한 도전과 과제를 제시하는지도 검토한다.

This study examines the historical evolution of Chinas foreign aid regime and key features of Chinese-style development aid, focusing on the case of Africa. Particularly, the central roles of state firms and their overseas direct investments, foreign economic trade special zones, the rise of development fund, and the changing balance of power between the Ministry of Foreign Affairs and the Ministry of Commerce are discussed as the signs of Chinas mercantilistic foreign aid. In doing so, this study attempts to beg some questions on how this Chinese-style development aid challenges the norms and institutions of international aid, as well as whether it can be the alternative to the West-centered regime of development

and cooperation.
