미국의 4차 산업혁명 담론과 전략, 제도

Abstract

이 장의 구성은 첫째, 4차 산업혁명론 담론을 개괄한다. 미국의 4차 산업혁명과 관련한 담론을 급격히 변화하는 사회에 어떻게 대응할 것인가에 대한 전망과 규범적 주장들로 정리하고 네 가지 주요 논점들에 대한 담론을 소개한다. 이러한 논점들로는 4차 산업혁명이 새로운 혁명인가 아닌가, 4차 산업혁명을 위한 기술 혁신에 있어서 정부의 역할은 어느 정도여야 하는가, 4차 산업혁명이 경제개발과 빈부격차에 어떠한 영향을 미치는가, 마지막으로 4차 산업혁명이 정치적 권리와 민주적 권리에 어떤 영향을 미치는가 등이다. 둘째, 민간 주도로 전개된 전략과 제도들을 살펴본다. 여기서 민간은 주로 대기업들을 지시하며, 이들을 다시 제조업 중심의 기업과 미국 서부의 실리콘 밸리 중심의 IT 대기업으로 대별하여, 각각의 전략과 제도 전개를 위한 이니셔티브를 소개한다. 제조업 중심의 대표적 이니셔티브로는 GE 주도의 산업 인터넷(Industrial Internet) 개념 설립을 들 수 있다. GE는 2014년 3월에는 인텔(Integrated Electronics, Intel)과 시스코(Cisco Systems, Inc., Cisco)와 같은 미국의 대표적인 IT대기업들과 산업 인터넷 컨소시엄(Industrial Internet Consortium, IIC)을 구성하였다. 서부의 IT 대기업들도 새로운 디지털 시대에 적응하기 위해 디지털트랜스포메이션(digital transformation)을 추구하고 있으며, 이를 위한 핵심 인프라로 클라우드에 역점을 두고 있다.

셋째로 이 장은 정부 주도의 4차 산업혁명 전략과 제도 그리고 정부와 기업 간의 관계를 다루고 있다. 2011년 오바마 대통령 대통령에 의한 선진 제조업 파트너십(Advanced Manufacturing Partnership, AMP) 형성은, 제조업 자체의 발전뿐 아니라, 빅데이터와 인공지능(Artificial Intelligence, AI) 알고리즘을 기반으로 제조업과 데이터 기반 서비스의 결합을 통해, 기업의 가치 향상과 경쟁력 향상을 도모하고자 하였다. 2013년 9월에는 두 번째 선진 제조업 파트너십(a second Advanced Manufacturing partnership, AMP2.0)을 발표했고, 이 보고서는 대통령 과학기술자문위원회(PCAST)에 의해 채택된다. 미국 정부는 이러한 이니셔티브 말고도 여러 전략과 정책적 도구들을 사용했는데, 경쟁력 정책 추진, 연구개발자금 지원, 교육훈련인프라 설립, 산업박람회 개최, 그리고 통상정책 등을 들 수 있다.

트럼프 정부가 들어오면서, IT 대기업들과의 관계는 명암이 뚜렷이 대비되어 나타난다. 종종 IT 대기업들은 정부의 주요 정책들과 충돌하는 모습을 보인다. 이러한 충돌하는 쟁점적 정책들로는 DACA를 둘러싼 비단 이민자 문제, 보호주의 무역주의에 대한 우려, 테러리스트 용의자의 아이폰 암호 해제와 관련한 프라이버시와 사이버보안 문제, 그리고 표현의 자유 문제까지 포함하며, 다기에 걸쳐 드러났다. 그러나 다른 한편으로 IT 대기업들은 트럼프 정부에 거액의 로비를 해 가며 4차 산업혁명의 제도와 규제 형성에 영향력 행사를 아끼지 않았고, 트럼프 정부도 정권의 경제적 성과 창출을 위한 IT 대기업들의 협조를 얻기 위해 세재 유인책과 정책 논의 모임을 계속 꾀하고 있다.

This chapter deals with discourses, strategies, and institutions regarding the Fourth Industrial Revolution in the United States. First, the discourse section introduces how the U.S. should or would cope with rapidly changing societies. Four representative points of discussion include, but not limited to, first, whether the Fourth Industrial Revolution is new or not; second, how much the government should intervene with the market and its effort on technology innovation; third, what effect the Fourth Industrial Revolution has or will have on economic development and equality; fourth, how the Fourth Industrial Revolution will influence political and civil rights.

The next section discusses strategies and institutions initiated by private actors, and two groups of private actors are focused: one is an association centered on manufacturing industries headed by the General Electric; the other is represented by IT tech giants in Silicon Valley. The third section deals with the governments initiatives and its relationship with private sector agents. Although there had been some active policies taken during the Obama administration, the current relationship between the Trump administration and IT tech giants in Silicon Valley shows the mixture of cooperation and conflict.
