4차 산업혁명과 일본의 국가전략

Abstract

일본은 비록 독일에 비해 늦기는 하였으나 4차 산업혁명에 대하여 국가 차원의 전략적 대응책을 수립하기 위해 다각적인 노력을 하고 있다. 일본 정부가 신산업구조 비전(新産業構造ビジョン)이나 일본재흥전략(日本再興戦略)에서 4차 산업혁명을 공식적으로 언급하고 있을 뿐 아니라 그 활용 방안을 모색하고 있다는 점에서 4차 산업혁명에 대한 일본의 대응이 개별 부처 차원이 아니라 범정부 차원에서 이루어지고 있다는 점을 알 수 있다. 이 글은 일본 정부가 4차 산업혁명을 위한 국가 전략을 추구하는 동기를 네 가지 차원에서 이해한다. 첫째, 일본이 4차 산업혁명을 위한 국가 전략에 적극성을 보이는 이유는 일차적으로 4차 산업혁명으로 인해 초래될 기술적ㆍ산업적 파급 효과가 광범위하게 확산될 것이라는 시대적 추세에 대한 대응이라고 할 수 있다. 둘째, 일본 정부는 아베노믹스에서 나타나듯이 장기간 침체에 빠진 일본 경제의 구조개혁을 추진하고 새로운 성장 동력을 발굴해야 하는 난제를 해결하기 위한 수단으로서 4차 산업혁명을 긴밀하게 활용하는 모습을 보이고 있다. 셋째, 일본 정부는 일본재흥전략을 추진하는 과정에서 산업구조의 변화를 추진해왔는데, 4차 산업혁명은 일본 정부의 이러한 노력을 촉진하는 새로운 계기를 제공한다. 넷째, 일본의 경제 회복을 위해서는 인구구조의 변화 및 사회환경의 변화에 대한 정확한 이해와 인식에 기반한 정책의 수립이 요구되는데, 사물인터넷, 로봇, 빅데이터 등을 활용한 기술혁신의 활용은 이러한 목표에 부합한다는 판단이다.

Although it was retarded, Japan is making a multifaceted effort to promote national strategies in adapting to the Fourth Industrial Revolution. As demonstrated in New Industrial Structure Vision and the Japan Reconstruction Strategy, Japan takes a whole-of-government approach in pursuing the national strategy of the Fourth Industrial Revolution, departing away from the compartmentalized approach implemented at the level of individual ministries. The main features of the Japanese strategy are as follows: first, the Japanese government has tightly linked the national strategy of the Fourth Industrial Revolution to Abenomics because it saw the strategy was a useful means to increase the vitality of the Japanese economy. Second, the Japanese government sought to take advantage of the strategy to address Japanese social problems such as demographic change, labor shortage, and environmental change.
