4차 산업혁명의 한국적 담론과 대응전략 진단

Abstract

현재 4차 산업혁명 이슈는 한국 사회의 성장 패러다임을 주도하는 가장 핵심적인 원동력이다. 여기에는 고착화된 저성장의 위기를 타개하기 위한 실천 수단으로서 4차 산업혁명 담론을 주도해온 정부와 언론의 역할이 자리하고 있었다. 그러나 이러한 정부 주도적 접근이 얼마나 효과적일지에 대해서는 많은 의구심이 제기되고 있다. 필자는 그 이유로 4차 산업혁명의 한국적 수용 과정에서 사회 구성원들의 다양한 참여가 부재한 협소한 담론 환경과 기술 우선주의의 한계점에 대해 지적한다. 특히, 한국 정부의 4차 산업혁명 대응 전략에는 암묵적으로 산업진흥, 기술개발 중심적 담론이 자리하고 있었으며 급속한 변화의 부작용을 완화하기 위한 윤리적·사회적 논의는 상대적으로 지체되어 있었다. 이는 결국 사회 전반의 수용성 제고와 적극적인 대응에 커다란 난제로 작용할 가능성이 높다. 관건은 4차 산업혁명을 둘러싼 기술과 제도, 사회적 문제에 대한 균형 있는 접근을 시도함으로써 글로벌 차원에서 벌어지고 있는 4차 산업혁명의 담론을 비판적으로 재해석하고 우리의 현실에 맞게 구체화하는 일이다. 한국 사회의 제한된 4차 산업혁명 담론과 전략의 한계를 극복하기 위해서는 다양한 관점을 수용하고, 사회적 공진화를 위한 노력이 뒤따라야 할 것이다.

The Korean government has accepted and led The Fourth Industrial Revolution discourse as a way to overcome as a way to overcome low growth. However, there are a lot of suspicions about how effective this government-wide attempt will be. I point out some limitations following of the narrow environment of discourse lacking various participation of members in the process of accepting the Fourth Industrial Revolution in Korea, and approach placing a high priority on intelligent information technology.

In response to the Fourth Industrial Revolution in Korea, the government established strategies stressing on industrial improvement and technology development tacitly. Meanwhile, ethical and social discussions to mitigate the adverse effects of technology development and industrialization were relatively delayed. In particular, the environment lacking the various participation and communication of members in the policy-making can lead to a social aversion against the rapid change of the Fourth Industrial Revolution. Consequently, it is more likely to have a great difficulty in encouraging people to accept social changes on the whole and actively responding to those changes.
