An Analysis on China's Foreign Behavior and Its Change after 2008 Global Financial Crisis

Abstract

2008년 글로벌 금융위기를 거치면서 중국의 외교행태가 상당히 달라졌다고 여겨지는 사례가 연이어 관찰되고 있다. 그러나 공식적으로 개혁기 이후 확립된 중국의 외교목표나 원칙 등은 바뀐 것이 없다. 대신, 금융위기를 거치면서 중국의 대외적 위상이 이전과는 차원이 다른 수준으로 올라갔으며, 그에 따라 중국외교행태에도 작은 변화가 생겼다. 먼저, 중국의 외교목표는 현재도 여전히 두 가지(평화롭고 안정적인 국제환경 조성과 중국의 국제적 영향력 확대)이고 그 우선순위 – 즉, 전자가 우선하는 – 도 기본적으로 바뀌었다고 볼 수 없다. 이는 2002년 16차 당 대회에서 설정한 2020년 목표 즉, 전면적 소강사회 건설과 이를 위한 국내외 발전전략이 현재에도 유효하게 유지되기 때문이다. 그런데 2009년 이후 중국에게 유리한 대외환경이 조성되면서 중국은 국제적 영향력 확대에 전보다 더욱 적극적으로 나서는 모습을 보이고 있다. 즉, 두 가지 외교목표 중에서 후자에도 상당한 힘이 쏠리고 있는 현상이 나타나고 있다. 이는 본 연구에서 검토하는 몇 가지 사례를 통해 확인할 수 있었다. 단, 이런 미묘한 변화는 현재 가능성 수준에 머물러 있는 것으로 보이며, 궁극적으로 중국외교목표의 우선순위 조정으로 이어질지는 좀 더 시간을 갖고 지켜봐야 한다. 둘째, 그에 따라 중국은 두 가지 주요 외교수단 중 기존 – 다자외교보다 양자외교를 중시했던 – 과 달리 다자외교에 한층 더 적극적인 모습으로 변했으며, 이는 세계적 차원의 금융위기가 특정국가의 힘으로 해결할 수 없는 성격을 갖고 있는데 더해서, 미국과 유럽 등 기존 강대국의 힘이 상대적으로 쇠퇴하면서 중국이 적극적으로 개입 및 활동할 수 있는 조건이 형성됐기 때문이다. 구체적으로 G20 정상회의 및 각종 기후변화회의 등 본 연구가 검토한 사례들을 통해 확인할 수 있었다. 동시에 양자외교 또한 여전히 중시하고 있는바, 이는 다시금 강화되거나 보완되고 있는 강대국관계와 주변국 관계를 통해 관찰 할 수 있다. 주요어(Keywords) : 중국, 글로벌 금융위기, 외교목표 및 수단, 안정적 국제환경, 국제적 영향력, 양자외교, 다자외교

Cases reported after the 2008 global financial crisis indicate considerable changes in Chinese diplomacy. Although Chinas diplomatic slogan or principle established back in the Reform And Opening Up period has not been officially altered, the aftermath of the global crisis yielded small changes in the international sector, placing China to a higher bracket of influence in the international relations pyramid. Firstly, the two formal diplomatic goals remain the same—the consolidation of peaceful and stable international atmosphere and the expansion of Chinas influence over the international society, and so does the priority of the two (with the formal given higher priority.) Such stance still contributes to the domestic and foreign development policies that is still in effect ever since the declaration of Vision for 2020(overall construction of well-off society) from the 16th Chinese Communist Party Congress in 2002. After 2009 however, as the global atmosphere turned favorable to China, the communist nation became more active in increasing its presence among other nations. In other words, China is putting more weight on the latter of the two diplomatic goals. Several supporting cases presented in this study validate such claim. It should be acknowledged though that this delicate change yet stays in the probability level in the present and longer observation is necessary to witness whether it will ultimately lead to the official shift in the priority list of Chinas diplomatic goals. Secondly, unlike in the past when China preferred bilateral diplomatic ties to multilateral, in the present it welcomes multilateral ties more than bilateral. Such trend attributes to the inability for a single state to overcome the global-scale economic crisis as well as to the formation of international environment in which China is enabled to actively intervene and take actions amidst the relevant weakening of the previous Powers (the United States, the European nations, etc.) This study examines specific cases such as the G20 Summit and a series of global climate change conventions to support the claim. At the same time, China is still embracing the traditional bilateral diplomatic ties as well, which can be observed from its strengthening or reinforcement of relationship to the Powers and neighboring states.
