여름방학 중 취약계층 아동에게 식사를 제공하는 음식점의 운영관리 실태

Abstract

본 연구는 여름방학 중 아동급식사업을 통하여 취약계층 아동에게 식사를 제공하는 음식점의 운영관리 현황을 파악하고자 실시되었다. 2010년 여름방학 동안 서울시에서 아동급식사업에 참여한 음식점의 종사자를 대상으로 우편 설문조사를 실시하였다. 지역 및 업종별 음식점 수를 기준으로 비례층화추출법을 적용하여 표본으로 추출된 중식당 274곳, 분식점 235곳, 한식당 91곳에 총 600부의 설문지를 발송하였다. 배부된 설문지 중 139부를 회수하였고(회수율 23.2%), 부실 기재된 설문지 1부를 제외한 138부를 분석하였다(분석률 23.0%). 응답자의 약 83%가 업주였으며, 음식점 중 약 65%가 20평 미만의 전용면적을 사용하는 것으로 나타났다. 또한 과반수(57.2%)의 음식점에서 조리사자격증이 있는 조리사를 고용하지 않은 것으로 나타났다. 약 98%의 음식점에서 반찬메뉴를 제공하고 있었는데, 이 중 42%의 음식점에서만 반찬메뉴를 사전에 계획하는 것으로 나타났고, 주기적으로 반찬메뉴를 변경하는 음식점도 절반에 불과하였다. 음식점에서 식재료를 구입 시 식재료전문 공급업체를 이용하는 비율이 높았고(60.9%), 식재료를 매일 구입하는 음식점이 많았다(80.4%). 또한 대다수의 음식점(89.1%)에서 아동의 연령에 따라 식사 제공량의 차이를 두지 않았으며, 심지어 당일 사용하고 남은 음식을 보관한 후 다음 번에 재사용하는 음식점도 있었다(21.7%). 또한 음식점에서 취약계층 아동에게 양질의 식사를 제공하기 위한 식사 지원금에 대한 의견은 업종별로 상이하게 나타났으며, 중식당이 분식점과 한식당에 비해 5,000원 이상으로 응답한 경우가 많았다. 본 연구결과, 음식점의 메뉴관리 및 생산관리 측면에서 음식점의 운영관리가 적절하게 이루어지지 않은 것으로 나타났으며, 특히 중식당에서 이러한 경향이 높았다. 그러므로 음식점의 운영관리가 취약했던 부분에 대해 운영관리지침이 마련되어야 할 것으로 생각되며, 향후 아동급식사업에 참여할 음식점을 지정할 때 중식당의 적절성에 대한 검토가 이루어져야 할 것으로 사료된다. 또한 취약계층 아동에게 양질의 식사제공을 위한 적정 가격의 응답은 업종별로 상이하였으므로, 음식점의 업종에 따른 식사 지원금의 차별화를 고려할 것을 제안하는 바이다.

The purpose of this study was to investigate the current status of foodservice management in the restaurants participating in the government-funded children's meal program during summer vacation. A mail survey was conducted with persons who worked in the restaurants participating in the government-funded children's meal program in Seoul during summer vacation in 2010. Proportional stratified sampling was employed on the basis of the number of restaurants for different regions and types of operations. A total of 600 questionnaires were distributed to 274 chinese restaurant, 235 bunsik restaurants and 91 Korean restaurants. Among the 139 questionnaires collected(23.2%), 138 usable ones were analyzed(23.0%). The results showed that about 83% of survey respondents were owners and 65% of the restaurants have an area of exclusive use space below 20 pyeong. The results showed that over the half(57.2%) of the restaurants did not employ any certified cooks. About 98% of the restaurants provided side dishes; Among them, only 42% planned menus for side dishes in advance and only a half changed side dish menus periodically. The restaurants tended to purchase food materials from food suppliers(60.9%) on a daily basis(80.4%). Most of the restaurants(89.1%) did not adjust serving size of meals depending on the age of the children subject to the program. Some restaurants even reused leftovers(21.7%). The suggested reasonable reimbursement rate of meals for children using restaurants differed by types of restaurants; the percentage of chinese restaurants having responded 5,000 won or higher was the highest among the three types of restaurants. This study revealed that foodservices in the restaurants participating in the government-funded children's meal program, especially chinese restaurants, were not properly managed in terms of menu and food production management. Therefore, it is highly suggested that foodservice management guidelines for the restaurants need to be established and further consideration be given to whether to include chinese restaurants in the meal program. This study also showed that the proposed reasonable reimbursement rate of meals for children using restaurants differed by the types of restaurants, implying that a plan for adjusting the reimbursement rate according to the types of restaurants should be considered to prepare.
