지역경찰의 '서비스 지향적 경찰 역할 모델'의 수용

Abstract

본 연구는 서비스 지향적 경찰 역할 모델이 위계적인 경찰 조직 구조에서 최말단 대민업무 부서인 지구대/파출소에서 어떻게 실제로 집행되고 있는지를 다룬다. 특히 순찰요원들의 재량에 의한 서비스 역할 수용 혹은 거부에 주목한다. 지구대/파출소는 지역주민과의 소통을 일상적으로 담당하는 부서라는 점에서 서비스 지향적 경찰 역할 모델의 도입에 따른 변화에 가장 직접적인 영향을 받는 부서이다. 그러나 일선 관료로서 지역 경찰관은 일선 현장을 직접 다룬다는 점에서 중앙으로부터 일정한 타협적 거리를 확보할 수 있는 재량을 갖는다. 지역경찰관은 재량에 의해 새로운 서비스 역할을 경찰의 확대된 역할로서 수용하거나 혹은 새로운 변화를 거부하기도 한다. 본고에서는 심층 면접을 통해 이러한 지역경찰관의 태도를 관례화와 젠더화의 측면에 주목하여 입체적으로 조망한다.

This study concerns how the police introduced service-oriented police role model into their hierarchical structure, especially acceptance and denial of such role among the patrol police. The patrol police are most directly affected by the introduction of the service-oriented police role model in that their duty is intimately related with communication with community. However, as street-level bureaucrats, they have discretion to distance themselves from the central agency. They may or may not accept the newly introduced service role as an extended part of their duty. This article approaches attitudes of the patrol police in various angles in terms of convention and gender.
