천총 8-9년 후금의 동해여진 원정과 홍타이지의 팔기 개혁 : Hong Taiji's Reform of the Manchu Banner System and Military Campaigns on the Donghai Jurchen, 1634-1635

Abstract
누르하치가 여진 통일을 천명한 후에도 동해여진으로 분류되는 집단 중 일부는 여전히 후금의 직・간접적인 지배를 받지 않은 채 현지에 거주하고 있었다. 입관 전까지 이들을 대상으로 하는 원정은 대부분 현지의 인구를 후금으로 이주시키는 결과를 낳았고, 이렇게 유입된 동해여진 인구은 八旗의 형성과 유지에 큰 작용을 하였다. 지금까지 동해여진 원정을 다룬 선행연구는 대개 특정 지역이나 시기에 초점을 맞추고 있어 원정 전반의 공통점과 특수성을 파악하기 어려웠다. 한편 팔기에 관한 연구는 동해여진 니루의 설립 경위에 주목하였으나, 누르하치 시기 해서여진 니루와 대비되는 특정 사례를 동해여진 전체에 대해 일반화하는 경향이 있었다. 본고는 선행연구들이 안고 있는 문제점에 대한 인식을 바탕으로 후금의 동해여진 원정을 종합적으로 분석하고, 나아가 천총 8~9년 동해여진 원정과 같은 시기 홍타이지가 추진한 팔기 개혁의 연관성을 밝혀내고자 하였다.
누르하치 초기 동해여진 원정은 해서여진 세력을 견제하기 위한 목적으로 시행되었으며, 인구의 노획은 그에 따른 부차적인 결과였다. 그러나 여허의 멸망으로 여진 통일이 완료된 이후에는 외부의 경쟁자가 사라진 대신 후금 내부의 니루 결원 문제가 부상하면서 후금의 동해여진 원정은 戶口 노획 그 자체를 목적으로 하게 되었다. 한편 여진 통일 이전 누르하치에게 복속된 동해여진 인구 가운데는 독자적인 니루를 이루고 니루어전 직을 수여받은 자들이 있었으나, 여진 통일 이후에는 이러한 사례가 거의 사라진다. 본고는 그 원인이 동해여진 출신 인물들의 자질 차이에 있는 것이 아니라, 팔기 조직이 형성기를 지나 안정기로 접어들면서 외부에서 유입된 인구를 받아들이는 방식 자체가 변화했기 때문이라고 분석하였다.
만문사료를 바탕으로 기록을 종합해본 결과 후금 건국 이후 입관 전까지 총 24건의 동해여진 원정이 있었는데, 특히 홍타이지 시기의 원정은 별도의 임무가 있었던 5건을 제외하고는 모두 인구 노획을 주된 목적으로 하는 동질적인 성격을 띠었다. 홍타이지 시기 원정을 통해 팔기에 유입된 동해여진 인구는 총 3만 명, 이중 男丁만 계산해도 1만 명 이상에 육박했다.
동해여진 원정군은 출정 전에 이미 목표 지역과 목표 인원수를 계획해두고 있었으며, 닝구타・라파 등 동해여진 지역에 가까운 거점을 중간 기지로 활용했다. 목적 달성을 원활히 하기 위해 원정 시 戶口에 대한 약탈과 강간이 철저하게 금지되었다. 원정군이 노획해온 것은 戶口(boigon)와 전리품(olji)으로 구분되었는데, 戶口는 男丁과 그에 딸린 여자, 아이, 말, 소 등을 가리키며, 전리품에는 모피와 의류, 은, 인삼 등 물품뿐만 아니라 주인 되는 男丁이 없는 여자, 아이, 말, 소가 포함되었다. 전리품은 주로 출정했던 팔기 관원과 병사들에게 보수를 지급하는 데 투입되었으나, 원정의 비용을 자체적으로 충당하기에는 역부족이었다. 더군다나 팔기에 편입되는 戶口의 정착을 돕기 위해서 일체의 물품이 지급되었다는 점까지 감안하면, 동해여진 원정은 후금으로서 상당한 경제적인 부담이 요구되는 활동이었으리라고 추측할 수 있다.
한편 입관 전 모든 시기를 통틀어 가장 많은 戶口를 노획해온 원정은 천총 8년 십이월에 출정한 바키란・삼시카의 원정이었는데, 이는 당시 홍타이지가 추진하고 있던 팔기 전반의 개혁과 밀접한 연관이 있었다. 홍타이지는 천총 8년 구월 21일 원정을 통해 유입된 동해여진 戶口를 팔기가 균분해온 관습을 폐지하고 이를 남자가 부족한 구사에 우선적으로 나눠주자고 제안했는데, 그 배경에는 이전부터 이어져온 구사 간 니루 수 불균형 문제가 있었다. 그는 팔기의 니루 수를 30개로 통일하자고 주장하면서, 니루 수가 그보다 많은 구사에서는 여분의 니루를 해체하고, 그보다 적은 구사에서는 내부 인물을 선발해 니루를 미리 만들어두고 후에 정원을 보충한다는 구체적인 방안을 제시하였다. 여분의 니루를 해체한 뒤 그 인구는 해당 구사 내에서 처리하고자 했는데, 이를 통해 정원 미달 니루의 존재 역시 해결해야 할 문제로 인식되고 있었다는 점을 알 수 있다. 요컨대 홍타이지의 제안은 니루 수 문제를 넘어 팔기 조직의 전반적인 재정비를 목표로 하는 것이었고, 홍타이지는 구사버일러들의 현재 이익을 침해하지 않는 방안을 제안함으로써 개혁안에 대한 원만한 합의를 이끌어냈다. 이 구월 21일의 결정의 집행을 위해서는 대규모 동해여진 인구 유입이 필요했고, 이것이 천총 8년 십이월 두 조의 원정군이 연이어 출정하는 계기가 되었다. 즉, 천총 8-9년 전례 없는 규모로 추진된 동해여진 원정은 홍타이지가 제창한 팔기 재정비 사업을 뒷받침하는 작업이었던 것이다.
한편 『內國史院檔』의 기록에 따르면 구월 21일의 결정에 따라 신설된 니루는 총 18개였는데, 이들의 구체적인 설립 시기는 명시되어 있지 않다. 그러나 홍타이지가 제안한 니루 신설 방식은 니루의 정원이 충족될 때까지 기다릴 필요가 없었다는 점을 고려하면, 이 18개 니루의 신설은 구월 21일의 결정과 가까운 시기에 일괄적으로 시행되었다고 보는 편이 자연스럽다. 실제로 이를 뒷받침하는 근거를 천총 8년 십이월과 천총 9년 정월의 전관니루 分定 기사에서 찾을 수 있다. 전관니루 分定은 종실과 공신 등 총 59명의 니루어전에게 외니루가 부담하는 공과를 면제해준 것으로, 그 과정에서 동해여진 戶口를 보태어 니루를 신설・증설한 사례들이 확인된다. 한편 전관니루 分定 작업은 천총 8년 십이월 출정한 원정군이 귀환하기 전에 이루어졌는데, 이는 니루를 미리 만들어두고 정원의 보충은 나중에 하겠다는 홍타이지의 니루 신설 방식과 일치한다. 동해여진 원정은 출정 전에 이미 예상 노획 인원수를 파악하고 있었기 때문에 이를 바탕으로 전관니루 分定 때 니루 증설과 戶口 분배를 계획할 수 있었던 것이다.
본고에서 고찰하였듯이, 천총 8~9년의 동해여진 원정은 고립적인 군사 활동이 아니라 각 구사의 니루 수를 균등화하려는 개혁(천총 8년 구월), 전관니루 분정(천총 8년 십이월, 천총 9년 정월) 등 이 무렵 팔기제의 중대 변화와 밀접한 관계가 있었다. 특히 동해여진 원정을 토대로 실현된 천총 8년 구월 개혁안의 최대 수혜자는 궁극적으로 홍타이지 자신이었다. 니루 신설 작업의 일부가 한의 권위를 높이는 전관니루 분정과 결부되었고, 최종적으로 신설된 니루 18개 중 13개는 당시 홍타이지의 소유였던 정황기와 양황기, 그리고 천총 9년 십이월 이후 홍타이지에게 장악되는 정람기 소속이었기 때문이다. 즉, 홍타이지는 개혁안으로 戶口 분배 권한을 손에 넣었을 뿐만 아니라 이를 자신에게 유리한 방향으로 집행함으로써 일석이조의 효과를 누린 것이다. 따라서 천총 8~9년의 동해여진 원정은, 릭단 칸의 죽음과 후금의 차하르 정복을 계기로 본격화되어 천총 10년 사월 홍타이지의 존호 수수와 다이칭 구룬의 선포로 정점을 찍게 되는 홍타이지의 권력 강화 및 국가 개조의 첫 단계였다고 할 수 있을 것이다.
This dissertation examines the relation between the Manchu states military campaigns against the Donghai Jurchen (東海女眞) and the development of the Eight Banner system. Previous research studies on the Donghai campaigns focus on individual events or specific areas, but little has been written about the general characteristics of the campaigns. In the meantime, some scholars discovered that the Donghai population was crucial in the formation of the banner companies (Ma. niru), but such studies tend to overemphasize only certain aspects of Donghai-based companies which highlight a distinct contrast with Haixi Jurchen ones. The main purpose of this study is to provide a comprehensive analysis of the Manchu states Donghai campaigns; furthermore, through this analysis, clarify their relevance to the renovation of the banner system, especially the system promoted by Hong Taiji during the later years of the Tiancong (天聰) era.
Nurhacis early Donghai campaigns were mostly aimed at driving out the influence of rival Haixi tribes from the region. Though much of the Donghai population involved ended up being resettled to the capital of the Manchu state, this was not the primary purpose of the campaigns. After the fall of the last Haixi tribe, however, the Donghai campaigns began to focus solely on bringing the large Donghai population into the Manchu state, in the hope of making up for the continuing casualties among bannermen (旗人). While it is true that many Donghai people used to form their own companies and some of them even enjoyed the privilege of becoming company captains (Ma. niru i ejen), this was not the case after Nurhaci completed the unification of the Jurchens. Once the banner/company formation was settled, opportunities for newly-submitted Donghai population to establish themselves gradually disappeared, and they were mostly distributed to other companies.
Based on Manchu records, there were a total of 24 military campaigns into Donghai regions from 1616 to 1644. More specifically, under the reign of Hong Taiji, 10 out of 15 campaigns had no other major mission other than bringing over the local population. As the result of the campaigns, up to thirty thousand Donghai people, in which at least one third were adult males, migrated to the Manchu state and were immediately integrated into the banner companies.
During a campaign, the banner army had a target population size to recruit, which was carefully set up in advance. Actions that might upset the target group, including random plunder and rape, were strictly forbidden. The acquisitions of a campaign fell into two categories. One was called household (Ma. boigon), which referred to a unit consisting of adult males, their family, and stock. The other was loot (Ma.olji), which included furs, leather, clothes, ginseng, etc., as well as women and children who did not belong to any adult male. Loot was mostly distributed to the officers and soldiers who had participated in the campaign, but it was far from enough to cover the total expense of the campaign. Considering that the resettlement of Donghai households itself also required considerable financial support, Donghai campaigns must have been a significant burden on the Manchu state.
The largest Donghai campaign took place during the 8-9th years of the Tiancong Era, and was closely related to the overall renovation of the banner system. On the 21st day of the 9th month of the 8th year of the Tiancong Era (1634), Hong Taiji proposed a new policy regarding the distribution of the newly-submitted Donghai population, saying that instead of evenly dividing the population among all eight banners, top priority must be given to the banners that had fewer companies. By doing so, Hong Taiji not only attempted to even out the number of companies across all eight banners, but also aimed to extensively reinforce the banner system. He suggested two specific methods that were carefully designed not to infringe upon the interests of other princes (Ma. beile): if a banner had more than 30 companies, disband the extra companies and distribute their populations within the same banner; if a banner has less than 30, then select promising young men to start new companies immediately. Large new populations were necessary to enforce this new policy, which served as a form of momentum to launch a series of Donghai campaigns on an unprecedented scale later that year.
According to the record of Neiguoshiyuandang, 18 companies were established as a result of this new policy. Though the exact date of their formation is uncertain, considering the method proposed by Hong Taiji, it is likely that they were created not long after the decision was made. In fact, there are a few pieces of evidence supporting this assumption. Around the time when the massive expeditionary force departed for the Donghai regions, 59 people were granted special privileges which exempted their companies from various taxes. At the same time, some were provided with additional Donghai population to further expand their existing company, or even to create a new one. This process was completed before the army returned from the campaign, which makes it a perfect example of the create a company first, staff it later policy of Hong Taijis new plan. Since Donghai campaigns were fully planned operations, it was possible to plan distribution of soon-to-be-submitted populations in advance.
In conclusion, the Donghai campaigns during the later years of the Tiancong Era were not isolated activities, but an important part of the overall reform project of the banner system. It must be noted that Hong Taiji himself was the ultimate beneficiary of the new policy. Not only did 13 out of 18 newly-founded companies eventually belong to his own banners but granting tax exemption privileges functioned as a way of extending his personal authority. In other words, while it was true that there was a general consensus on the need to reform the banner system at the time, Hong Taiji took the opportunity to use it for his own advantage. In this sense, the Donghai campaigns during the later years of the Tiancong Era can be considered the first step in the process of shoring up Hong Taijis political position and transforming the state, which began after the death of Ligdan Khan and the submission of the Chahar Mongols, and would eventually lead to the proclamation of Daicing gurun (大淸), the Qing empire.
