명절 고속도로 통행료 면제의 교통수요 영향에 관한 연구

Abstract

A government has implemented a holiday toll fee exemption system from Chuseok in 2017 as part of measures to strengthen the publicity and public safety. Currently, about 130 billion won exemption expenses were incurred over three times of implementation of the system and it was possible to return to the benefit of the people. However, some media have pointed out that it could cause side effects such as raising the traffic congestion. The study of the effects of traffic demand mainly solved traffic congestion and traffic congestion through model analysis, This study is meaningful in that it analyzed the effect of the system of toll exemption and the effect of institutional effect by region and fee. Therefore, we conducted various empirical analyzes on how traffic demand is affected by the implementation of holiday freeway toll exemption system. In order to analyze the effect of the system, the highway toll exemption system influenced the increase of the traffic volume on both the New Year and Chuseok when the data of Koge Highway Office in 2016 and 2018 were compared and analyzed. This can be interpreted as the effect of the holiday toll exemption system on the expressway traffic, which has a positive effect on the publicity of the expressway and the choice of the route of the people. The results of the analysis of regional differences in policy implementation effect mostly did not occur. This can be attributed to the fact that there is a relatively large amount of traffic on holiday highways in all regions of the country, However, it was analyzed that the New Year 's day of Kangwon Highway, It can be understood that, due to the low amount of traffic on holiday, the use of freeways is smooth and the additional leisure traffic volume is generated, contributing to the efficient use of Kangwon Highway. In addition, the analysis of the difference by the exemption amount of the institutional effect shows that the exemption amount does not affect the exemption amount of less than 20,000 won, but it affects the exemption amount of more than 20,000 won. It is analyzed that the calculation of the toll is not simply proportional to the distance (discount or premium depending on the car type and number of lanes), but has a influence on the traffic volume of medium and long distance of high car such as long distance traffic or large car. In addition, rather than being exempted from low amounts, intangible values such as the value of travel time, comfort and stability felt by passengers are important factors in the selection of travel routes. However, if the fare is not appropriately charged, traffic demand will not be appropriately allocated and traffic management functions will not be properly performed. Therefore, this study should consider not only the positive effect but also the side effect when the new system such as holiday highway toll exemption system is implemented, Feedback should be implemented to improve the system in order to set up the appropriate fare exemption system. Finally, it is important that the public fee system is a public value as social value, but it is necessary to continue to make efforts to impose appropriate tolls considering efficiency and equity.

정부에서는 공공성 강화와 민생안전대책의 일환으로 2017년 추석부터 명절 통행료 면제제도를 시행하였다. 현재 제도시행 3회에 걸쳐 약 1,500억 면제비용이 발생하였으며 국민의 편익으로 돌아갈 수 있었다. 하지만 일부 언론에서는 오히려 고속도로 정체를 키우는 등 부작용을 낳을 수 있다는 지적도 있었다. 교통수요 영향에 관한 연구가 주로 모형분석을 통한 적정통행요금 산정과 통행혼잡을 해소하거나 요금탄력성 측면으로 분석되어진데 반해, 본 연구는 통행료 면제에 따른 제도의 효과와 제도효과에 미치는 지역별, 요금별 영향을 분석하였다는 점에서 의의가 있다. 따라서 명절 고속도로 통행료 면제제도 시행에 따라 교통수요에 어떤 영향을 주는지 다양한 실증분석을 수행하였다. 먼저 제도시행에 따른 효과분석을 위하여 2016년과 2018년 국고고속도로 영업소 데이터를 비교, 분석했을 때 설날과 추석 모두 고속도로 통행료 면제제도가 교통량 증가에 영향을 미친 것으로 나타났다. 이는 명절 통행료 면제제도가 고속도로 통행량에 긍정적인 효과로 영향을 미쳐 고속도로의 공공성 강화와 국민의 통행경로에 대한 선택의 폭이 넓어졌다는 것으로 해석할 수 있다. 그리고 제도시행 효과에 대한 권역별 차이분석 결과는 대부분 발생하지 않았다. 이는 전국의 모든 권역에서 명절 고속도로 교통량이 비교적 많아 요금 변화가 있어도 타 도로에서 고속도로로 전이하기가 마땅치 않기 때문인 것으로 볼 수 있을 것이다. 하지만 강원권의 설날은 교통량 증가에 영향을 미친 것으로 분석되었는데, 이는 명절 교통량이 적음에 따라 고속도로 이용이 원활한 강원권으로 추가적인 여가통행 교통량이 발생하여 강원권 고속도로의 효율적 이용에 기여하는 것으로 이해할 수 있다. 또한 제도효과의 면제금액별 차이에 대해 분석한 결과는 면제금액이 2만원미만의 면제금액에서는 영향을 미치지 않은 것으로 나타났지만, 2만원이상 면제금액에서는 영향을 주는 것으로 분석되었다. 이는 통행요금의 산정은 단순히 거리에 비례하는 것은 아니지만(차종과 차로수에 따라 할인 또는 할증) 장거리 교통량이나 대형차 등 높은 차종의 중·장거리를 운행하는 교통량에 영향을 미친 것으로 분석되었다. 또한 낮은금액을 면제받기 보다는 통행시간의 가치나 통행자가 느끼는 쾌적성, 안정성 등 무형의 가치가 통행경로 선택에서 중요하게 작용한 때문이라고 볼 수 있다. 명절 통행료 면제제도는 통행 선택시 통행요금에 대한 고려가 없어져 통행경로에 대한 선택의 폭이 넓어지면서 다른 교통수단을 이용하려고 했거나 국도나 지방도를 이용하고자 생각했던 귀성·귀경객들이 고속도로를 이용하는 효과를 줄 수 있을 것이다. 하지만 통행요금이 적정한 수준으로 부과되지 않으면 교통망간 통행수요가 적절히 배분되지 않아 수요관리 기능을 제대로 수행하지 못하게 될 것이다. 즉 대중교통 이용이 줄이고 승용차 이용을 부추기고, 여가통행 교통량의 증가로 오히려 고속도로 정체를 키우는 등 부작용을 낳을 수도 있어 제도시행에 보다 신중해야 할 것으로 보인다. 따라서 본 연구는 명절 고속도로 통행료 면제제도와 같은 새로운 제도를 시행하는 경우에는 긍적적인 효과뿐만 아니라 이러한 부작용도 함께 고려하여 검토되어야 하고, 피드백을 시행하여 적절한 통행요금 면제제도 정착을 위해 개선해 나가야 할 것이다. 끝으로 공공재의 요금체계는 사회적 가치로서 공공성 측면이 중요하지만 효율성 측면과 형평성 측면도 고려하여 적정한 통행요금 부과를 위한 노력이 지속적으로 필요할 것이다.
