에너지 전환을 위한 전략적 틈새, 공동체에너지 : The Role of Community Energy for Energy Transition: Case study on the apartment community installed household solar photovoltaic panels

Abstract
Community energy refers to activities in which members of the community participate to generate outcome using renewable energy, and the community is in the scope of benefits. A growing literature suggests that community energys local socio-economic and environmental benefits can be strategic niche, which can induce a transition to a sustainable and distributed energy system from grassroots innovation. While community energy discourse in Korea has been constraint with limited types of cases, this research identified and conducted a case study on newly found community energy cases: Hongreung-Dongbu Centreville Apartment (Hongreung) and its expanded case, Huigyeong Bestville Apartment (Huigyeong). Hongreung was the first case in Korea to install small PV in each household balcony in apartments using the apartments joint fund with the assistance of Seoul citys Balcony solar photovoltaic(PV) panels installation subsidy program. This study aimed to find developmental factors in the community energy, verify the cases possibility to function as a strategic niche for the energy transition and extract distinctive features of the cases compared to existing Korea community cases.
The findings from qualitative research showed that three factors played essential roles in the formation of the cases: group, capital, and governmental support. In the group factor, leadership and accumulation of past energy-related projects experience in the apartments formed trust in the community. Financial capital played a critical role in obtaining agreement from each household to install the PV in their balcony. Lastly, the governmental support not only provided the subsidy to supplement the cost of PV but also showed a willingness to work with the local community to accept their request of raising the subsidy budget.
Beyond the formation of community energy, the study examined whether the cases can perform as strategic niches for the energy transition. Adopted the strategic niche management framework, the analysis presented that Hongreung operates as a strategic niche, whereas Huigyeong does not. The distinction made with the presence of subsequent community energy project, The Energy Self-Sufficient Village program, financially supported by the Seoul City. The factors that enabled Hongreung to run the program were found to be leadership, network partnership that can provide connections and information, and the government support for the program. The program increased community engagement with the sustainable energy system, but the study did not found evidence whether the community members have grown energy citizenship due to the shortage of research duration.
Lastly, the distinctive features of the study cases were found to be the neighborhood effect and proximity between the participants and the PV system. The neighborhood effect induced from the high visibility of the PVs as well as word-of-mouth impact influenced local people nearby the cases to install the balcony PV system. The proximity between the participants and the PV system increased the social acceptance of renewable energy and again, contributed to the neighborhood effect.
The discussion in this paper suggests areas where the government can investigate and provide political tools to enhance the development of this newly found community energy project in Korea. The research cases in this paper proved to have great potential in delivering local socio-economic benefits as well as becoming a strategic niche to the energy transition. Considering that most of the community energy projects have been remote from urban areas, the research provides a new outlook for the energy transition in urban areas.
공동체에너지란 공동체의 구성원이 참여하여 재생에너지를 사용해 성과를 창출하며, 성과의 수혜 범위에 공동체가 포함되는 활동을 일컫는다. 기존 중앙집권적 에너지 체제를 벗어나 재생에너지를 활용한 에너지 자립 구조를 지향하는 에너지 전환에 공동체에너지가 가지는 잠재력은 크다. 이 연구는 국내 새로운 공동체에너지 사례를 발굴하여 형성 및 운영에의 요인, 특수성, 해당 사례가 에너지 전환의 전략적 틈새로서 기능할 수 있을지 검증하였다. 서울시 동대문구 홍릉동부센트레빌 아파트는 국내 최초로 아파트 전 세대에 공동으로 미니태양광을 설치하였고, 휘경베스트빌현대 아파트는 동일한 내용을 적용한 확산 사례로 나타난다. 두 아파트는 아파트 공동자금을 활용하여 재생에너지 설비를 설치하고 아파트의 구성원이 그 혜택을 받는다는 점에서 공동체에너지에 부합한다.
해당 공동체에너지 사례의 형성과정을 살피고 형성 과정에서 주요하게 작용한 요인을 도출한 결과, 조직, 자본, 네트워크의 역할이 중요한 것으로 나타났다. 더 나아가, 에너지 전환을 위한 전략적 틈새로서 작용하는 여부를 분석해보니 원 사례인 홍릉동부는 틈새로 작동하고 확산 사례는 그렇지 않았다. 이 차이는 공동체 참여를 유도하는 후속 사업의 유무에 따른 것이었으며, 후속 사업 진행에는 리더의 존재, 전문성 및 동기를 유발하는 네트워크, 정부의 지원 제도가 중요하게 작용하였다. 마지막으로 연구 사례가 가지는 공동체에너지로서의 특수성은 지역에 확산되는 이웃효과와 생산자와 발전설비의 근접성으로 나타났다.
해당 공동체에너지에서는 지역 주민이 에너지 생산 활동에 직접 참여하고 지역 내 확산됨으로써 재생에너지에 대한 사회적 수용성을 높이는 모습을 보였다. 또한, 공동체의 역량을 강화해 지역 사회를 활성화할 수 있는 잠재력을 보였다. 도시의 제한된 공간에서 성공적으로 에너지 설비를 설치하고 확산의 가능성을 보인 이 공동체에너지가 에너지 전환을 위한 전략적 틈새로 확대되기 위해서는 중간지원조직과의 연계와 에너지 전환을 위한 2차 학습 환경을 조성할 수 있도록 정책적 지원이 필요하다.
