세운상가 일대 재정비계획에 있어 보존 논의의 형성과정과 주요 쟁점 분석

Abstract

The preservation debate, sparked in January 2019 against the backdrop of Euljiro and Se-woon District in Seoul, temporarily halted the redevelopment plan that has been under way for more than three decades. At the center of the preservation debate sparked by this area are Se-woon Sangga, downtown manufacturing, old urban structures and living heritage. They were not considered heritage in the existing discussions and were in areas that could not be legally protected. The Seoul Metropolitan Government, which advocates "historical city" and "urban regeneration," is drawing up alternatives at various levels, along with reflecting on redevelopment projects. So far, plans around Se-woon district have gradually changed in a way that reflects the preservation debate. However, there were trial and error in the process, and the demolition of some areas led to a temporary suspension of the project. Therefore, it is very necessary at this point to grasp what the debate on preservation has been about, in what context, and how such discussions have been reflected in the plan. In this study, the focus is on the process of forming preservation discussions on things that are considered socially valuable in the process of redevelopment projects around Se-woon district. Prior to the redevelopment plan, the government had implemented a strong relocation policy for regulation of population in the metropolitan area. In 2009, the government covered development projects with the concept of conservation of ecology and history. In this context, preservation was mostly carried out in the form of screening and marking of targets. Here preservation discussions were presented by experts who mainly deliberated and consulted and were reflected in the plan. The next reason for the cancellation of the redevelopment plan in 2009 was the biggest difference in opinions among public organizations (Seoul Metropolitan Government and the Cultural Heritage Administration) and residents (Sewoon Sangga County and its surrounding departments). As a result, the project was completely scrapped due to conflicts among residents and the rekindling of the preservation debate in Se-woon Sangga. In the process of changing the redevelopment plan, the main actors were the public and experts. The public used public hearings and other channels to communicate with residents, but were limited to conflicting relationships. In addition, the conservation discussion included in the plan takes a passive approach to urban manufacturing and old urban organizations. The plan, which was aimed at protecting urban industries and slowing down the pace of development, resulted in development in a passive manner. The recent demolition of part of the Se-woon 3rd zone has made conservation discussions a big issue in society, which has led to more diverse actors actively participating in the formation of conservation discussions. It is also working on institutional and non-institutional communication channels in the public and preserving various preservation targets, including manufacturing and living heritage. However, it is still in a confrontational relationship with residents, civic groups and citizens who insist on preserving the area. Preservation debate is a component of the cultural identity and quality of life of the city. Also, it is the result of social discussion, debate and practice, which in turn define the identity of society. Therefore, this study is meaningful in that it can read the period and values by looking at the flow of conservation discussions from a common perspective. In addition, it attempted to clarify its position on the preservation value of each actor at a time when the public and the subject forming the conservation debate are at odds. This reduces social conflicts over values already agreed upon, and can be used as basic data for social consensus.

2019년 1월 을지로와 세운상가 일대를 배경으로 촉발된 보존논의는 30년 넘게 진행되어 온 재정비사업을 일시중단시켰다. 이 논의의 중심에는 세운상가 군, 도심제조업, 옛 도시구조, 생활유산 등이 있다. 이들은 기존 보존논의에서 유산으로 여겨지지 않았으며, 법적으로 보호할 수 없는 영역에 있었다. 민선 5기에 들어 역사도심과 고쳐쓰는 도시를 표방하는 서울시는 재정비사업에 대한 반성과 함께 현재 촉발된 보존논의에 대한 여러 차원의 대책을 마련하고 있다. 지금까지 세운상가 일대의 재정비계획은 점차 사회적으로 형성된 보존논의를 반영하는 방식으로 바뀌어왔다. 하지만 이 과정에서 시행착오가 있었고, 종국에는 일부 구역의 철거가 진행되자 사업을 단번에 잠정중단 시키게 되었다. 따라서 보존에 관한 논의가 무엇을 대상으로, 어떤 맥락에서 형성되어 왔으며, 이런 논의가 계획에 어떻게 반영됐는지를 파악하는 것은 현시점에서 매우 필요하다. 본 연구에서는 세운상가 일대의 재개발계획이 변화하는 과정에서 사회적으로 가치가 있다고 여겨지는 것들을 대상으로 한 보존논의가 형성되는 과정에 집중하고자 했다. 재정비촉진계획 수립 이전에는 공공에서 수도권 인구 규제를 명목으로 펼친 강력한 이전정책으로 인해 파생된 여러 이슈를 정리했다. 2009년 재정비촉진계획의 수립단계에서는 생태·역사성의 보존이라는 개념으로 개발사업을 덮어씌우는 형태를 보였다. 그 속에서 보존은 대부분 대상의 선별과 흔적 남기기의 방식으로 수행되었다. 여기서 보존논의는 주로 심의 및 자문을 하는 전문가들에 의해 제시되었고 계획에 반영되었다. 다음으로 2009년의 재정비촉진계획이 전면 백지화되는 데에는 공공기관(서울시-문화재청), 주민(세운상가 군-주변부) 간의 견해 차이가 가장 큰 원인을 제공했다. 결과적으로 사업성을 잃게 되었고, 이에 더해 주민들 간의 갈등과 세운상가 군의 보존논의 재점화로 인해 사업이 전면 백지화되었다. 재정비촉진계획 변경과정에서 주요 행위자는 공공과 전문가였다. 주민들과의 소통을 위해 공공에서는 공청회 등의 통로를 활용했지만 서로 대립하는 관계로 한정되었다. 또한, 계획에 담긴 보존논의도 도심제조업과 옛 도시조직 등에 대한 소극적인 방식을 취하고 있다. 도심산업을 보호하고 개발의 속도를 늦추는 것이 목표였던 계획은 소극적인 방식으로 인해 개발을 초래하게 되었다. 최근 세운 3구역 일부의 철거로 인해 보존논의는 사회적으로 크게 이슈화되었고, 이로 인해 더욱 다양한 행위자들이 활발하게 보존논의 형성에 참여하게 되었다. 공공에서도 제도적·비제도적인 의사소통통로를 마련하고, 제조업과 생활유산 등을 비롯한 여러 보존대상을 보존을 위해 노력하고 있다. 하지만 아직까지는 일대의 보존을 주장하는 주민·시민단체·시민과 대립적인 관계에 있다. 보존논의는 도시의 문화적 정체성과 삶의 질을 구성하는 요소이다. 또한, 이는 사회적인 의논, 논쟁, 실천의 결과물이며, 이 결과물은 다시 사회의 정체성을 규정한다. 따라서, 본 연구는 통시적인 관점에서 보존논의의 흐름을 살펴봄으로써 시대상과 가치관을 읽을 수 있다는 의의가 있다. 또한, 보존논의를 형성하고 있는 주체와 공공이 대립하고 있는 상황에서 행위자 별 보존가치에 대한 입장정리를 시도했다. 이를 통해 이미 합의된 가치에 대한 사회적 갈등을 축소하고, 사회적인 합의의 기초자료로 활용될 수 있다.
