노사관계의 지각변동과 경영의 전략적 선택

Abstract

본 논문은 한국 노사생태계의 지각변동에 즈음하여 경영이 수행해야 할 전략적 선택의 전개방향과 과제를 고찰하는데 목적을 둔다. 한국노사관계는 대내외적인 새로운 환경변화에 직면하여 격변기를 맞이하고 있다. 일반 환경 측면에서 제기되고 있는 개방화와 세계화 등의 경제적 환경 변화의 물결은 무한경쟁 시대의 노사관계를 예고하고 있고, 정보화와 디지털 혁명 등 기술적 환경변화의 추진은 노사관계의 새로운 개념을 요구하고 있다. 뿐만 아니라 과업환경 측면에서 볼 때 복수노조 허용과 노조전임자 임금 금지 등의 노동법개정은 새로운 노사갈등을 예고하고 있고, 노동시장의 양극화와 노동운동의 진화 등의 노동시장 및 노동사회의 변화는 지금까지와는 전혀 다른 스타일의 노사 상호작용을 요구하고 있다. 여기에는 무엇보다도 사업동반자적 공동체 노사파트너십 패러다임 설정과 경영공동체 구현을 위한 전략적 선택 노력이 절실히 요망되고 있는 바이다. 이를 위해선 경영학의 연구도 전통적인 자본지향적 경영 이론단계를 넘어서서, 기업을 가치창출의 독립된 실체(entity)로 보고, 노동지향적인 경영이론을 포함한 새로운 패러다임에 입각한 시스템지향적경영의 이론과 실제를 전개하는 노력이 절실히 요망된다.

The purpose of this study is to examine the strategic choice of management facing the recent critical change in Korean industrial relations. Industrial relations in Korea are significantly changing nowadays. Economic and technological changes such as Gloabalization and Digitalizaition demand a new concept and paradigm for the industrial relation. In addition, the recent changes in the Labor Law such as permission of multiunion and prohibit of full time labor union office create a new conflict in labor relations. These significant changes in economic, social, technological, and legal environments demand a whole new level of labor relations. Most of all, the establishment of the new labor relation as one community and the strategic choice to achieve such common goal between labor and management are necessary. To achieve this goal, academic studies are also required to focus on the system-oriented approach, considering the firm as an independent entity for value-creation.
