대한민국 정부수립과정에서 메논의 역할과 인도정부의 입장에 대한 연구

Abstract

1945년의 해방과 함께 1948년 대한민국 정부의 수립은 한국 사회의 험난한 앞길을 시작하는 출발점이었다. 연합국에 의해 해방이 되었지만, 38선을 중심으로 하여 남과 북으로 분할 점령되었고, 분할 점령의 선이 되었던 38도선은 1948년 대한민국 정부와 조선민주주의 인민공화국 정부가 수립되면서 국경선으로 바뀌었다. 이러한 분단 정부의 수립은 결국 한국전쟁과 정전협정으로 인하여 이후 한국에서 분단국가가 지속되는 결정적 분수령이 되었다. 이 과정에서 중요한 역할을 했던 인물이 인도 대표이자 UNTCOK의 위원장이었던 메논은 38선 이남에서만 총선거를 우선 실시한다는 내용을 유엔소총회에 전달했고, 이 내용이 통과되면서 총선거 실시가 가능했던 것이다. 그런데 이 과정에서 문제가 된 부분이 있다. 한국 내의 정치인들의 38선 이남에서의 총선거에 대한 입장이 서로 달랐다는 점이다. 본고에서는 당시 메논이 입장이 인도정부와의 입장과는 달랐던 것인지, 만약 달랐다면 왜 그랬던 것인지, 아니면 인도 정부이 입장과 다르지 않았다면 인도 정부가 왜 그런 입장을 취했는지에 대한 질문에 답하고자 한다. 외교관 개인이 정부의 입장과는 다른 결정을 하는 것이 가능한 것인가? 만약 입장이 다르지 않았다면 그 배경은 무엇인가?

The role that India played in the Korean war is intriguing as, the chairperson of the UNTCOK was an Indian diplomat namely, KPS Menon. Yet, Indias role has been scarcely researched. The exploration in this field becomes more interesting because it is often assumed that Indias socialist inclinations led her to favor North Korea during the war, however, this cannot be presumed as an established fact without contestations. Indias policy during the Korean war was centered around the principle of world peace, non-alignment, and Korean unification. There were many factors responsible for Indias position and its changing dynamics. Many scholars have tried to give reasons to justify India's and specifically, KPS Menons, stance on the Korean problem. This thesis has tried to find more concrete reasons to explain KPS Menons reasoning by looking at not only, Menon`s life but also the situations of both Korea and India at the time. Moreover, by looking at the various methods in which India has tried to solve this issue. For this reason, in this work, we scrutinize the writing of KPS Menon and attempt to understand through his writings, the stand of India and whether it is different from the position of K.P.S. Menon or not. The events which have contributed to shaping the decisions of KPS Menon will also be analyzed in this work.
