Abstract

In local society of the early 19th century, administration ruled by government(官) was gradually strengthened and governance of suryung and hyangri became strengthened, so the period was understood that resistance of people was gradually appeared. However local society considered by Uijubus local administration in the early 19th century was not like that certainly. It had its own system and administrative system was improved to maintain the system continuously. Until the early 19th century, Uijubus local society was much influenced by external condition. One was the relations with foreign countries, called Daecheong trade, and another one was the measures for flooding influencing the securement of finance and income so much. Uijubu needed to supplement a certain system so as to maintain local administration and it may be considered that the roles of uijubuyun had been played faithfully in the latter 18th century. Administrative organization of uijubu was complicated and there were lots of very diverse members. To maintain the scale, the process of continual changes should be gone through. Changes of mingo(民庫) could not be treated in here. Uijubu needed to maintain stable wage system so as to maintain administrative organization. The establishment of dike, proceeded throughout the latter 18th century, was one of the efforts and the most important assignment was to maintain administrative organization. In the early 19th century, the role of uijubuyun was changed from the grasping of farmland through dike establishment to preparation(別備) of separate finance. For the changed condition, roles of uijubuyun were changed. It cannot be known if the maintenance of administrative organization through preparation(別備) was continuously maintained until the latter 19th century. However, in spite of the Hong Kyung Rate rebellion, Uijubu maintained the method and led local society until the early 19th century. Therefore, lots of people participated in local administration and local society was operated without a big problem. As with most provinces, Uijubu did not actually change in local society. However, efforts to maintain a local administrative system centered on local government officer are confirmed. The process of social change in the late 19th century feels necessary to be distinguished from the first half of the 19th century. In the meantime, the 19th century was described as a period. But from now on, it needs to be shared.
