Abstract
대통령 특수주의(presidential particularism)란 대통령이 정책을 시행하는 과정에서 특정 지역구나 유권자의 이익을 유권자 전체의 이익보다 중요시하는 경향을 의미한다. 최근 트럼프 대통령의 보호무역 조치를 비롯하여 미국 대통령들이 의회를 우회하여 일방적으로 보호무역을 시행했던 사례들은 대통령 특수주의의 전형적인 사례이다. 그럼에도 불구하고 대통령 특수주의와 보호무역 정책의 접점에 주목한 연구는 많은 공백을 남겨두고 있다.

본 연구는 대통령이 시행하는 보호무역 정책의 결과로 인해 경제적 자원을 집중적으로 분배받게 되는 승자는 누구인가? 라는 연구 질문에 대한 답변을 제시한다. 연구 대상은 1986년부터 2018년까지의 기간에 대통령이 시행했던 보호무역 정책으로 설정한다. 대통령 특수주의와 보호무역 정책 연구를 체계적으로 수행하기 위해 본 연구는 제도적 변화와 위임정치의 역설에 대한 분석을 선행한다. 나아가 예시적 사례와 통계 분석을 통해 어떠한 정치적 요소가 대통령의 보호무역 정책을 시행과 차등적으로 이익을 분배하는 선택에 영향을 미쳤는지 규명한다.

본 연구는 보호무역 정책의 영역에서 대통령의 특수주의를 이끌어내는 결정적인 요소로 대통령 선거에서의 경합주와 선거인단 투표수, 그리고 대통령과 입법 선호 유사도가 높은 의원들의 밀도를 강조한다. 이에 따라 본 연구는 선거인단 투표수가 많은 경합주일수록, 그리고 대통령과 주요 안건에 대한 입법 선호가 유사한 의원들의 밀도가 높은 주일수록 보호무역 정책의 승자가 될 확률이 높아진다고 주장한다.

위임정치의 역설과 대통령의 특수주의에 결정적인 영향을 미치는 정치적 요소들은 미국 대통령의 보호무역 조치가 일회성에 그치는 현상이 아닌 반복적으로 등장하는 전략적 선택의 결과라는 주장을 뒷받침한다. 위임정치의 역설과 대통령의 특수주의의 결합은 대통령이 보호무역 정책을 전략적 도구로 활용할 수 있는 권한을 공고히 하는 기재로 작용하고 있다. 그러므로 특수주의 대통령의 정치적 동기가 대외 정책 시행에 어떠한 영향을 미칠 수 있을지, 향후 의회가 대통령의 권한을 견제하고 균형을 되찾기 위해 어떠한 방안을 모색할 수 있을지 지속적인 관심을 기울이고 연구를 수행할 필요가 있다.
Protectionist policies implemented by the US presidents, including President Trump's decision to increase tariff in 2018, are typical cases of presidential particularism. Presidential particularism refers to the tendency to prioritize the needs and economic benefits of targeted constituents over national constituents. As a result of the protectionist policies, highly targeted states can be rewarded while sacrificing voters' general well-being. Despite the multiple implementations of protectionist policies by the US president, however, there has been a void between the research of presidential particularism and protectionist policies.

In this context, this study's research question is as follows: Who is the winner of the disproportional allocation of rewards as a result of the presidential protectionist policy? Exploring the presidential protectionist policies from 1986 to 2018, this paper argues that (1) the number of electoral college votes of swing states and (2) the density of co-partisan legislators with high similarity in legislative preferences with presidents increase the probability of being the winner of presidential protectionism.

In order to develop the particularistic president theory on protectionist policies, this research also defines the 'paradox of delegation.' By exploring the paradox of delegation, this paper explains how the dynamics of check-and-balance regarding trade authority establishes room to maneuver of the president.

This paper has two contributions. First, by defining the paradox of delegation, this paper develops the theoretical groundwork of particularistic presidents and expands to the cases of protectionist policies. Second, this research investigates the impacts of electoral, partisan, and coalition building incentives on presidential protectionist policies. In particular, this paper emphasizes the roles of the swing states, especially with many votes, and the density of legislators with a higher degree of similarity with the presidents' preference.
