Abstract
This study reviews industrial relations system in Korea from 1962 to 1987. The year 1962 is the critical juncture of Korean industrial relations system. when militray government started ambituous industrialization. We argue feature of Korean industrial relatons system that have been shaped from 19 did not changed until now. Theoretical framework drawn from Dunlop and KKM. we reviewed the context. such as cultural factors and economic factors. and the characteristics of actors and finally industrial relations system by its level. We found that with the strong authoriterian value. export-oriented industrialization strategy which relied on low-skill. low wage. low cost resulted in labor exclusion in political sphere. which in turn resulted in labor exclusion in business sphere. We found that elements of industrial relations system formed internal consistency by its system logic. which delays system transformation. but at the same time the elements of industrial relations system may not be tightly coupled. Some elements of Korean industrial relations system could be changed more easily than other elements. and this could be a trigger in transformation of total system. So we concluded that the workplace industrial relations deserves more attention when we consider the transformation of Korean industrial relations system.
