Abstract
Organizational culture changes(OCC) is the learning process to do the organizational values or vision and philosophy. To establish and realize them is the commen goal of organizational change and learning. Organizational learning theory(OLT) provides many important implications to change organizational culture in respect of the process. learning types. techniques. and so forth. Various methods like workshops. case studies. in-depth interviews was used to find the factors and implementation strategies. To make a successful culture change. limitations of application of organizational learning and culture theory must be fully recognized and the principles and approaches to change be well reviewed. The emperical success factors of OCC are to overcome the resistences in organization and employees. The finding factors are as followed the mind change of the top management. forming favorable climate to change. enhencement of ablity of the change agents. improvement of cooperation of involving departments. maximum utilization of communication media and channels.
