안보상황과 지상군의 역할

Abstract

냉전이 종식되고 21세기에 들어서면서 근대 국제정치의 근본적인 변환을 불러오고 있는 세계화, 정보화, 민주화 등의 대조류들이 한국의 안보상황에 많은 영향을 미치고 있다. 동북아에서는 다자주의가 결여된 채 지속적인 세력전이 현상과 북한 핵문제 등이 또한 중요한 변화요인으로 작용하고 있다. 특히 동북아의 세력전이는 중국의 부상과 맞물려 빠른 속도로 진행되고 있으며, 이는 동북아 고유의 세력균형 체제, 일극체제 하의 세력전이라는 새로운 현상, 그리고 전이되는 세력 중 연성권력의 중요성 강화 등 새로운 현상과 맞물려 있다. 한국은 그간 대북 포용정책을 추진해왔으나, 북한의 개혁, 개방을 이끌어내지 못한다는 비판이 비등해지고, 대북지원의 피로현상이 누적되고 있는 것이 현실이다. 현재 6자 회담과 2·13합의의 2단계가 진행중이며 북핵 폐기를 둘러싼 외교적 노력이 이행 중이나, 완전한 성공을 좀 더 지켜봐야 하는 상황이다. 지구적, 지역적, 한반도 차원에서 일어나고 있는 이와 같은 근본적 변화들은 향후 한국의 안보, 국방정책의 수립에 많은 과제를 안겨주고 있다. 특히 한국의 국방을 책임지는 한국군, 그리고 지상군이 한국 국가전략의 성공적 완수를 위하여 어떠한 임무를 수행해야 하는지 많은 생각을 하게 하고 있다. 본 논문에서는 급격히 변화하는 21세기 안보환경 속에서 한국 지상군의 역할이 어떻게 변화하고 있으며, 이를 성공적으로 수행하기 위하여 어떠한 조건들이 필요한지 알아보았다. 한국의 지상군은 향후에도 장기적인 국방개혁을 지속적으로 추진해야 하고, 미래지향적 군 구조를 보완하는 한편, 전력확보 등의 국방정책 목표를 추진해야 할 과제에 직면하고 있다. 그리고 이 과정에서 한미동맹의 구조조정을 계기로 보다 안정적이고, 창조적인 동맹변환을 추구해야 하며, 한국의 안보위협에 효과적으로 대비할 수 있는 동맹의 틀을 형성해야 하는 것도 중요한 과제이다. 정보화 발전으로 인한 사이버전에 대비하는 첨단 지상군의 필요성도 대두하고 있다. 이러한 과제들을 성공적으로 수행하기 위해서는 지상군의 역할에 대한 전사회적 관심과 지지가 필요할 것이다. With the end of the Cold War and the rise of new megatrends such as globalization,

democratization and IT revolution, security environments of South Korea have been

changing. In Northeast Asia, the phenomena of power balance and power transition in the

midst of the ??rise of China??also pose new security challenges to South Korean security

strategy. South Korea has tried to engage with the North, still not satisfied with the

North??s efforts to open and reform its system. It is still unpredictable whether the process

of denuclearizing the North will bring about planned results.

The role of South Korea??s security and defense strategy has increased facing with these

new elements of security environments, especially drawing attention to the role of South

Korean army. This article has explored the changing role of South Korean army, with

special attention to the conditions needed for successful fulfillment of its role. It is

necessary that South Korean army continue to pursue long-term defense reform with the

structural transformation for the future strategy. Also the alliance transformation based on

close cooperation with the US plan for the future strategy is also needed. IT revolution

requires South Korean army to adapt to new defense environments such as the advent of

the network-based wars. Only with the support and concern from South Korean civil

society, will these grand tasks succeed.
