중국, 대만, 일본의 환경문제와 발전전략

Abstract

중국, 대만, 일본의 환경문제와 발전전략도 지구적 생태위기의 맥락 속에서 파악될 필요가 있다. 그러나 이에 앞서 우선 주목해야 할 것은 3국의 경제적 연관과 그 생태적 효과이다. 대만의 공업화와 환경파괴는 일본 자본의 진출과 밀접한 연관을 맺고 있으며, 다시 중국의 공업화와 환경파괴는 일본 및 대만 자본의 진출과 밀접한 연관을 맺고 있다. 일본은 대만으로 공해산업을 수출했고. 대만은 중국으로 공해산업을 수출하고 있다. 철저히 '주고 받는' 방식으로 전개되는 자본주의적 경제성장은 결국 환경파괴의 '부메랑 효과'를 낳는다. 생태위기의 견지에서 보자면 자본주의는 너무나 낡은 것이다. 그럼에도 불구하고 자본주의의 지배가 약화되지 않는다는 데에 문제의 어려움이 있다. 중국이 가고 있는 길도 실상은 자본주의적 공업화이다. 환경문제에 관심을 가지고 있는 많은 사람들이 중국의 공업화에 깊은 우려를 보이고 있다 그러나 그 우려가 해소되기 위해서는 지금보다 훨씬 더 호혜적인 방식의 발전정책이 국제적인 차원에서 전개되어야 한다. 지속가능한 발전에 관한 논의는 이런 관심 위에서만 현실성을 지니게 된다. 지속가능한 발전의 현실은 일국적 차원 및 국제적 차원에서 나타나는 사회적 불평등을 완화하는 문제와 불가분의 관계를 맺고 있다. We have to approach the environmental problems and developmental strategies of China, Taiwan and Japan in the context of the global ecological crisis.But prior to this, we have to observe the economic relation of these three counties and its ecological effect.The industrialization and environmental destruction in Taiwan are closely connected with the investment of Japanese capital to Taiwan, and in turn the investment of Japanese and Taiwanese capital to China huts considerable effects on China's industrialization and environmental degradation.Japan exported the pollution-industry to Taiwan, and in turn Taiwan exports the pollution-industry to China.Capitalist method of economic growth ultimately produces a boomerang effect of environmental degradation.Capitalism is the main cause of the ecological crisis.Nevertheless, it's very difficult to overcome capitalism.China is on the way of capitalist industrialization.Many people who are interested in environmental problems are concerned about China's industrialization.The reciprocal policy of development in the international realm is essential to solve the Chinese environmnetal problems.The Sustainable development in China is closely related to social inequality on national and international dimension.
