비교역사방법의 이해: 민주주의 연구에 관한 방법론적 확장

Abstract

이 논문에서 다루고 있는 비교사적 접근법의 가장 큰 특징은 자본주의와 민주화과정에 관한 연구에 있어서 방법론적으로나 이론적으로 서로 다른 접근들의 통합을 시도하고 있다는데 있으며, 또 다양한 지역에 걸친 역사분석을 통해 그 일반화의 문제를 풀려고 노력한다는 사실이다.방법론적으로는 두 가지의 서로 다른 접근방법인 양적 분석(quantitative analysis)에 기초한 국가간 횡적 비교연구(cross-national study)와 질적 분석(qualitative analysis)에 기초한 비교역사연구(comparative historical study)의 전통적 구성에서 빚어지는 긴장과 갈등의 균형점을 찾고자 한다.이론적으로는 발전이론의 대표적 패러다임인 근대화이론과 종속이론의 공통점과 차이점을 이해하고자 하며, 그 결과 하나의 대안으로서 정치경제학적 분석방법을 발전시킨다.이 분석들은 크게 세 가지의 권력군간의 균형상태(the balance of power) - 계급권력(class and class coalitions) 국가권력(state apparatus), 초국가권력(transnational powers relations) -가 민주주의 정치체제의 제도화와 붕괴에 가장 중요한 역할을 한다는 이론적 명제를 제공하고 있다.다양한 지역의 민주화 과정을 체계적으로 추적함으로써 계급구조의 변동으로 인한 민주주의의 도래와 진보라는 결론에 도달하고 있는 비교사적 접근법은 베버와 무어의 이론적 전통에 힘입어 비교역사방법의 적용범위를 확장시켜 자본주의와 민주주의의 상관관계를 이해하는데 많은 이론적 함의를 던져주고 있다. This study explores the relationship between capitalist development and democratization based on a critical analysis of the political economic perspective.For a large sample of countries, the new statist's approach, adopting Weberian tradition, argued that capitalist development is associated with democracy because it transforms the class structure, strengthening the working and middle classes and weakening the upper class, and concluded that it was that the contradictions of development that advanced the cause of democracy.

However, when more specific characteristics of development process are considered, some significant effects are found: to what extent in what ways, and on whose part, are the consolidation of democracy societally determined.In particular support is found for the hypothesis that the causal relationship between two variables can be converted.Although the historical cure is not taken indiscriminately, the comparative historical investigations can then move to another level of analysis, from heuristically prior static to the dynamics of the emergence, maintenance, and alteration of the internal features in the process of democratization unless escaped from the combined strategy between the quantitative and qualitative methods.

In a diagnosis of inequality and social justice, this study suggests that when accorded analytical priority, comparative historical methods can serve as a beachhead from which to reconnoiter and then move into the societal dynamic power configurations-state apparatus and its interrelations with civil society and the impact of transnational power relations.It ends by exploring the implications of current findings for the future of democracy.
