정보사회의 정치양식: 대화민주주의의 가능성

Abstract

이 논문은 첫째, 정보화 ㆍ 지구화시대에 기존의 자유민주주의를 능가하는 새로운 형태의 정치양식이 나타날 수밖에 없는 배경을 지적하였다.둘째, 자유민주주의의 대안으로서의 대화민주주의에 대해 논하였다.셋째.대화민주주의가 사이버공간을 통해 얼마나 그리고 어떻게 실현가능성이 있는지를 경험적으로 고찰하였다.대화민주주의가 정보사회에서 어느 정도 진작될 수 있는가에 대한 가능성은 사이버공간의 공공토론에 대한 경험적 분석을 통해 긍정적으로 감지될 수 있었다.이 논문에서 검토된 세 개의 공개토론실은 첨예한 현안에 관해 진지한 대화가 이루어지기에 매우 황량한 조건, 즉 모두 익명성이 높고, 완전히 개방되어 있으며 발언 형식과 내용에 대한 제재가 거의없는 상태였다.그럼에도 불구하고 그곳에는 나름대로의 토론질서가 존재했으며, 토론자들의 관용과 수용 수준도 상당히 높았다.사이버공간의 공공토론은 정보사회에서 대화민주주의를 구현하는데 있어 시민들을 위한 훌륭한 학습과정이 될 것으로 기대된다. This paper consists of the following aspects: 1) it points out the problems of liberal democracy in the era of informatization and globalization; 2) it suggests dialogue democracy as an alternative for liberal democracy; 3) it investigates possibilities of dialogue democracy by analyzing the case studies of on-line public discussions.Our empirical analysis of on-line public discussion in the cyberspace reveals the feasibility of dialogic democracy.Three on-line public discussions examined in this paper holds in the conditions that are, many observers might think, inappropriate for dealing with hot issues.The discussions are held with anonymity and open to everyone, and there are no limits on forms and contents of postings.Nonetheless, there emerges an order in its own sense and participants show quite high tolerance to flamings.It is expected that on-line public discussions will provide significant opportunities for citizens to learn dialogic democracy.
