한국의 사회운동과 진보정당 건설에 관한 연구 -<한겨레당>, <민중당>, <개혁민주당>, <민주노동당>의 사례를 중심으로-

Abstract

민주주의의 요체가 선거에 의한 부단한 권력교체에 있다면 그 중심에 정당이 존재한다. 최근의 탈(脫)정치 혹은 반(反)정치가 전세계적인 시대의 추세를 이루고 있는 배후에는 정당정치의 부실과 부전이 놓여 있다. 우리의 경우 자본주의 산업화의 심화에 따른 시민사회의 계급적 · 집단적 ·부문적 분화를 수용할 만큼 정당정치의 대중적 기반이 마련되어 있지도 못하며, 그것마저도 이념이나 정책에 따른 차별성을 찾아보기가 어려운 것이 숨길 수 없는 현실이다.

사실상 한국의 정당은 진보 대 보수라는 대치선에서 그 이념과 정책을 가르기가 매우어렵다. 한국전쟁과 분단에 따른 반공 이데올로기의 경직성과 성장과 안보의 미명아래 등장한 권위주의 정권의 출몰이 선거와 투표를 통한 민주주의의 대의성을 왜곡하여 왔다면 보수일변도의 기형적 정당구조가 그 당연한 결과라고 할 수 있다.

사회운동은 단순히 문화적 영향력을 넘어 정치적 영향력을 지니고 있는 것이 우리의 현실이다. 그럼에도 불구하고 우리는 사회운동권에 의한 정치세력화가 권위주의로부터 민주주의로의 이행 이후에도 정치적 기회구조, 사회단체의 구조와 능력, 그리고 사회적 대중기반 등의 여러 요소들을 고려할 때 대단히 어렵다는 사실을 발견하였다.

The roles of political parties are substantial to continuous alternation of power on which the essence of democracy rests. Behind the recent world-wide tendency of de-politicization or anti-politicization lies the untruthfulness and unsoundness of politics of parties. In our case, the massive bases of politics of parties are not enough to accept various kinds of division of civil society following capitalist industrialization and even, furthermore, the difference of thoughts and policies of parties can hardly be distinguished.

In Korea it is very hard to distinguish parties as wheter progressive or conservative in their thoughts and policies. The appearance of authoritarian regime with anti-communist ideology in the name of economic growth and national defense, which has distorted the popular representation of democracy through vote and election, rightly resulted in the deformity of structures of parties with deeprooted conservativism.
