Abstract
Television without borders is designed to permit an open market for the TV broadcasting by reducing barriers and restrictions placed on cross-border transmissions. The rapid pace of technological change in the field of telecommunications has already conferred on satellite broadcasters the ability to ignore national boundaries and reach ordinary audiences.

However, Due to great variation in national regulations governing television broadcasts, especially on advertising programming and public morality, the technical ability of the new satellite companies to reach large numbers of people restricted by their legal obligation to respect the different regulations of the member states.

Europe is also confronted by a series of cultural, scientific, technical, industrial and commercial challenges, on which USA and Japan clearly have competitive edge. The very rapid growth in the number of broadcasting hours available is already beginning to generate an almost insatiable demand for new programming material, which European countries are unable to satisfy at competitive prices The crucial problem is also to overcome cultural differences and language barriers and to develop the European cultural identity through the audio-visual media, preserving at the same time national, regional, local cultural diversity; to realise the unity in the diversity.
