지역연대와 사회교육 - 새로운 지역연대 형성 운동과 지역 주민 조직의 위상 변화

Abstract

This study examines the new movements to build up community solidarity in Kawasaki City, based on the analysis of "social education" policies and selected implementation programs. With the disintegration of traditional communities attendant upon changes in the social structure and life style, the traditional neighborhood oraganization of chonaikai has lost its pivotal role for community integration. The formulation of new social ties, which serve for the establishment of new locality-based communality and the revitalization of community, has thus become an issue of significance. To this end, the municipal government of Kawasaki City has undertaken various projects to promote the active participation of citizens, and the "social education" project has had top priority in recent years. While dependent upon the general policies of the central government, the "social eudcation" project has had top priority in recent years. While dependent upon the general policies of the central government, the "social education" in Kawasaki City has been taking its own autonomous course in alliance with the "study movement"(group study for consciousness-raising) initiated by various groups of municipal employees and citizens.

This paper starts with an overview of postwar development in then social education of Kawasaki City to be followed by a general description of the activities of a major social education institution, shiminkan(civic center), and detailed analysis of three specific programs "Community Seminar," "Project to Promote the Adolescents" Community Activities," and" Community Education Council" to build up solidarity and social network. Lastly, the current situation and prospect of chonakai in the new mechanism for solidarity formulation is explored.
