Abstract
This paper aims at clarifying basic conditions for the settlement of industrial peace in industrial democracies by conducting a comparative analysis of the settlement of industrial peace in Germany, Japan, and Sweden. These countries are widely renowned to have established very peculiar political economies, accomplished outstanding economic performances since World War Two, and achieved a high level of industrial peace in quite contrasting ways.

Industrial peace in these countries are based on different balances of power between labor and capital; namely, peace on the basis of labor"s organizational and political superiority(Sweden), peace on the basis of capital"s political and organizational superiority(Japan), and peace on the equilibrium of power between labor and capital(Germany). The three cases also exhibit distinct traits of labor movement; namely, decommodification of labor(Sweden), declassification of labor(Japan), and deradicalization of labor(Germany).

The analysis of three cases leads to a conclusion that industrial peace in industrial democracies depends not so much on who captures political power as on the ways to accommodate the expectations of labor and to integrate them into a stable and peaceful system of industrial relations. The settlement of a stable industrial peace may not be achieved by simply persuading labor with the logics of market economy. Rather, it requires a specific remuneration on the part of capital and state as a quid pro quo of labor"s restraint of militancy. The contents of remuneration, on the other hand, may vary in accordance with different balances of power between labor and capital and with specific socio-economic conditions of each political economy.
