Abstract
Since the treaty of Maastricht, bearing the European Union in mind, European Community(EC) has strongly advanced to a politic-economic unity beyond the level of a European single market taking on the characteristic of a customs union. In the radical movement of integrating various peoples with long histories, as well as different cultures and languages, however, the greatest difficulty with which common people are confronted is the problem of language. Even though the concept of a national boundary has disappeared, a language boundary still remains and thus the contact and competition among various languages is expected to be accelerated. Therefore, Swiss, where four national languages of German, French, Italian and Romanche are spoken, has been examined as a language model of EC. For Swiss is a multi-language federal government based on the so-called principle of territoriality which aims at the maintenance of the status quo among various language areas and the protection of linguistic homogeneity in each area. In particular, the districts of bilingualism in the linguistic boundary between the French area centered on Geneva and the German area centered on Zurich are the scenes of inequality where the importance of language is determined by economic power, political influence and above all the number of the language-speaking population.
