Abstract
This study aims at clarifying particularities of the French civil service system. The French public administration is known for its stability against political changes as well as for its high quality of public services. This study focuses on how the French personnel administration keeps its continuity, while integrating important changes. On the one hand the de-ontaulogy of the French public administration plays a basic and ethical guiding role to the reformers as well as all civil servants. On the other hand, the formal institutions and decision-making procedures, as in consulting related national councils and unions, for example, prevents any irrelevant and rapid reforms. With this perspective, this paper examines the state of art of French civil service with an emphasis on the results of recent reforms.
