The end of the Cold War and the consequent improvement of relations among the coastal states in the Asia-Pacific region has provided a long-awaited opportunity for developing a uniform and stable regional maritime order. On the other, the end of the superpower rivalry has also created new uncertainties. A particularly worrying trend is the competitive improvement of military capabilities, in particular naval forces, by regional states. More attention needs to be paid to measures at strengthening maritime regime and promoting cooperation among regional states with a view to minimizing the risks of armed confrontation at sea. Building confidence and strengthening security may be one of the most urgent and needed tasks countries in the Asia-Pacific should address in the post-Cold War era.-
