Abstract
University Council was established in 1987 in order to give recommendations to the Minister of Education on the practical measures for enhancing, individualizing and invigorating higher education. It functioned as the prime mover of higher education reforms in the 1990" s by means of many reports submitted to the Minister especially after 1991. As the results, Japanese universities have experienced many changes in the spheres of education curriculum, teaching methods, education and research system, and governance structure after 1990"s.

These changes were the results of the long standing policy needs and academic researches for Japanese higher education reform, and resulted from the social pressures owing to economic crises in the 1990s" Japan. But, on the other hand, there are also criticisms that the fruits of reforms are not sufficient and the reforms have a bent for external one. Therefore the reforms in the 1990s" are evaluated as "half success." However, Japanese higher education reforms are very suggestive to Korean higher education holding similar reform tasks in common.
