"21세기 산림비전"의 평가

Abstract

이 논문은 산림청에서 제시한 21세기 산림비전이 적절한 내용과 체계적인 형식을 갖추고 있는지, 즉 산림에 대한 미래의 수요를 충족시키는 방향으로 수립되어 있고, 단계별로 유기적으로 편성되어 있는지 평가하였다. 구체적으로 산림비전을 구성하고 있는 기본목적, 기본목표, 추진전략, 실천과제에 대하여 각각의 적합성 및 중요도와 상호간의 연결체계를 분석하였다. 이를 위하여 산림 또는 환경 관련 분야 전문가를 대상으로 2차에 걸친 델파이조사를 실시하였다. 결과에 의하면 산림비전은 종합적으로 볼 때 21세기의 산림정책으로서 적절하다고 판단된다. 단계적으로 보면 기본목적과 기본목표는 적절하게 설정되었고, 기본목표 세 가지로써 기본목적 달성이 충분하다고 판단된다. 기본목표의 경우에 목표1(산림자원의 조성)이 목표2(산림산업의 육성)와 목표3(산림환경의 조성)에 비해 우선되어야 한다는 결과를 얻었다. 추진전략은 기본목표의 달성을 위하여 적절하게 설정되었다고 판단된다. 그리고 실천과제는 목표1과 목표3의 달성을 위하여 적절하게 선정되었지만 목표2의 달성에는 적절하지 않았다. 또한 산림의 공익적 기능과 관련된 실천과제가 경제적 기능과 관련된 실천과제보다 중요하게 인식되고 있었다. 전문가집단별로 비교해보면 임업분야 전문가는 산림의 산업적 측면을 중요시하는 반면에 비임업분야 전문가는 공익적 측면을 중요시하고 있다. 따라서 산림비전과 같은 장기정책의 수립에는 임업전문가 뿐만 아니라 관련분야의 전문가와 일반인의 의견을 수렴하는 과정이 필요하다고 판단된다.

This study reviewed "The 21st Century Forest Vision" presented by Forestry Administration. Specifically we evaluated the appropriateness, the importance of and the hierarchical relationship between objectives, strategies, and tasks of forest policies in the Vision. For this purpose, we did Delphi-test for forestry experts and non-forester experts. "The 21st Century Forest Vision" seems appropriate as future forest policy. The mission and the objectives are appropriate, and the three objectives are enough to achieve the mission. The objective of forest resource enrichment should be prior to the objective of forest industry development and the objective of forest environment improvement. The strategies are appropriately set to accomplish the objectives, and the tasks are appropriately set for the first objective and the third but not for the second objective. The tasks related with public benefits are recognized more important than those related with industrial development. The expert opinions vary among expert groups of different profession. The forestry expert group places higher priority on industrial aspects while the non-forester expert group places higher priority on public function of forestry. Therefore opinions of not only forestry experts but also non-forester experts and citizens should be included in forest policy decision making processes.
